The rule sounds cool if you're only going to have the one War, (Hey, let's fill this slot with the guy it's literally named after!) but not so much now that Fate's a whole franchise that needs a bunch of interesting Assassins.
I think the In-Universe justification is that they're the prime assassins, and thus the ideal ones to be put into the War.
The funny thing is there seems to be more of an in-universe rule for Sabers being from Camelot than for Assassins actually being from the Guild.
If you want to avoid the rule, explain it that Hassan is the Servant who generally fills the Assassin slot because the class container itself acts as a catalyst for Hassan. Then, give the summoner a catalyst to summon a different Servant and have the new catalyst trump the old one.
And for Sabers to look like Arturia.

Except Siegfried.
He's not exactly ugly, and silver is basically blond.
So I'm still waiting on some input on this question.
Also trying to think of a few more additions. Came up with two possible Riders, and one Assassin as well.
Man, this is fun, but it's really doesn't seem to be a Who shouldn't be summoned situation all that much.
I'd say some of these guys would be awesome to summon actually.
Edit: So I was doing a count up of the random classes that have appeared in the Franchise:
Avenger, Beast(still completely unknown), Monster(which technically isn't a Servant I know, but still) Funny Vamp / Temptress, Ruler, Saver, and Magical Girl (from the Nanoha crossover) and it hit me that there are seven of them, to the seven normal classes...
And we have Fate/Apocrypha introducing the alternate team based Grail war...
Hmm. I bet something could be done with this.

I really hate that Assassin rule. It's greatly limiting, and I don't understand why Nasu came up with it since he just ignores it anyway.
I think we all hate it. Even Type-Moon themselves. But it's like the old, cranky, miser, awful grandfather we all hate but can't kick out of the family table because he's still family.
As for your question, I suspect that, like with most great mysteries of life, the answer includes the word 'liquor' somewhere.
