I find I'm quite partial to a show with a good rogue's gallery. A nice and varied mix of antagonists. Danny Phantom certainly fulfilled.
My personal favourite villain? Technus. I love Hammy villains. And especially when they can back up their ham with actions. Which Technus certainly did. Even his earlier appearances he always stomped all over Danny before being taken down by a problem with the very machines he uses.
Ever note how Skulker seemed to decrease in threat as Danny got more powerful? It may have been unintentional, but it seemed a nice detail. First appearance, he nearly took down Danny. Then, he pitted Danny and Valerie against each other, still pretty decent. Then, in the one where Danny, Dash, and Skulker got shrunken down, he was pimpslapped like a bitch in the opening, forcing him to upgrade.

I was into Danny Phantom for two reasons: because I'm a sucker for friends who have known each other there entire lives and like each other but circle around the issue, and Vlad.

I always thought he was creepy and unsympathetic pining over a long missed opportunity in placing the blame on someone else when it should be on himself this is coming from someone who wanted Jack and Maddie to break up
With the power of a dragon I can make up for my inability to spill.^^ Vlad is far less redeemable in personality in the early show than he was in the late show - early show he felt like a mix between Lex Luthor and Doctor Doom. He could be sympathetic at times, but there was still the inherent selfish cruelty in his character that was so much more pervasive, if done more subtly, in the way he was portrayed.
Last season Vlad was a lot more blatant, but in the end was on-the-whole a bit less malevolent. There he was pretty much entirely Lex Luthor, particularly politician/businessman Lex Luthor, who obtained power by "legitimate" means and would do anything to keep it, but also had no interest in wanting the world to go to hell and tended to try to protect his investments now that he had them, even if he was wholly against the hero.
In no season, however, were his motives truly sympathetic. However love might have once fit into it was far too twisted by selfishness, ambition, and narcissism. To him it's all about what he wants, not caring about others.

I thought it seemed more like the atypical bad writing for a children's show and I agree with the other guy. While not a complete on jerk-ass I don't see him as sympathetic as people point out.
Mainly because the obsession and murderous aspects of the character are played for laughs because its a children's cartoon and when you think of things in a more realistic matter it's pretty damn horrifying the type of person Vlad could truly be.

But about the show: one of my favorites, mostly thanks to Vlad Plasmius (propably my favourite bad guy ever) and The Ultimate Enemy. About Skulker treat level, here's my observation: He toughter when he's not main villain in episode. Bitter Reunions, Reign Storm, Secret Weapons are main examples. Also Technus observation: He always fights without armor at begining of episode and he's doing good job. He never wins for sure, but he doesnt need luck or help to escape.

But I'd have to say my favorite villain is Freakshow - Reality Trip in particular made me really enjoy his malicious, chessmaster-esque theatrics.

I sort of wish the show didn't even bother with its last season it was such a train wreck.

but yeah, it certainly wasn't up to par with the other seasons
