Check out Andrew Bird. He whistles in the same manner as an individual holding a great amount of authority.

What's fun is ironic whistling.
Something about songs that use whistling fascinates me. Whistling is generally seen as an expression of joy, calm, or confidence. However, when it appears in music, it usually feels surreal, sometimes sinister. I'm looking for music tracks that use whistling as an effect. I'm not as interested in songs that weren't written for the whistle later being whistled, otherwise I'd talk about M.
Whistling doesn't seem to be used as often as you would think. Maybe because it's hard to use right or record.
