Actually, none of them were, apparently, and it's for Yusuke and above. Hiei being his equal in that arc has also been contested due to Hiei getting curbstomped by Mukuro's much weaker right hand man, while Yomi almost lost against Yusuke

I finally got around to watching the episode, and I have to say their pronunciation of Japanese words is killing me.
Also like how the fight ended. Oh Sasuke got cut a little! He must've won! Oh wait, he got cut a lot.
Well, I can't say I'm surprised by the latest Death Battle, because it kind of illustrates something I suspected from their handling of Jiraiya vs. Roshi: on the most basic level, the DB crew does not understand the mechanics of genjutsu, and just how stupidly broken it is.
Genjutsu is neither a mental attack or an illusion. It's basically short-circuiting your opponent's chakra/ki/whatever in order to induce an extremely potent combination of muscle paralysis and hallucinations. As such, resistance to it is mainly dependent on being able to counter-manipulate your own chakra/ki/whatever. Standard "see through illusions" stuff would have no effect, and mental fortitude will only take you so far against a sufficiently powerful genjustu.
Furthermore, if you pay attention to a lot of the Naruto fights involving genjustu, the only times where it doesn't get handicapped or just shrugged off are the fights where the main genjutsu user is meant to completely and totally curb stomp their opponents. It is such a story breaker power than Kishimoto had to rig against it time and time again throughout Naruto's run, even with it being established that knowledge of how to counter it is fairly common in the Naruto-verse.
To be fair, genjutsu was not played up that much in the context of the Naruto universe, so it makes sense that the DB crew with understate its potency. But in the context of Death Battle, genjutsu is a definitive "I win" button against the vast majority of opponents, including those who normally shrug off standard illusions and mental attacks...because genjutsu is not mechanically "standard". The only reason it didn't give a huge edge to Jiraiya is that Jiraiya's specific genjutsu had a list of requirements, including "cast time" to use it. Sasuke's has just one (eye contact), and thus he should win most match-ups accordingly. Including this one. Hiei should have never had a chance.

Genjutsu specifically targets chakra and not the nervous systems, as demonstrated by genjutsu being broken by another person interfering with the victims chakra, so basically it should be useless towards anybody else.
