I'm wondering if it's clarification that he's not done with Superman at the moment. He likely still owes WB a movie appearance as Superman for contractual reasons.
And I can't say that The Hollywood Reporter reporting is false. They're one of the most credible Hollywood outlets out there along with Variety and Deadline. If none of what has been reported was true, THR's reputation would be irreparably damaged.
UPDATE: Warner Bros. spokesman releases a non-denial on THR story: "While no decisions have been made regarding any upcoming Superman films, we’ve always had great respect for and a great relationship with Henry Cavill, and that remains unchanged."

It's still really vague.
Deadline is reporting that WB's game plan right now is to push Supergirl instead, but that they'd also been mulling over several other contingency plans for rebooting Superman if Henry walked. These included Michael B. Jordan replacing Cavill.
I wouldn't mind Jordan becoming Superman, because the man deserves it after his performance in Black Panther, and the EPIC shitstorm it would cause would still be worth it.

WB's official statement didn't really confirm or deny anything, they just said they had a healthy working relationship with Henry and had no firm plans for Superman.
It sounds like while things are rough, to say that Cavill has fully dropped out is rushing to conclusions.
Sad to hear, but as others have said it seems like this is not a definite thing. It's more like Cavill isn't putting his career on hold while WB figures out what they are going to do with the character. It's basically the same undertone that has gone on with Ben Affleck implying he is trying to move away from Batman.
Speaking of Cavill, he posted a response to all the ruckus on his Instagram.

All the article is saying is that Henry is not 100 percent gone because there isn’t a Superman movie in development. Nowhere do they contradict the stuff about Henry asking for a pay boost and wb saying no.
And that’s before getting into the YMMV argument about whether TMZ is more reputable than The Hollywood Reporter.

I'd prefer a movie a movie about Icon than a race lifted Superman. But that would require DC to actually foster and support their non-white coded characters and their worlds, rather than temporarily recoloring their white characters in a way that looks progressive but doesn't actually require them to change.
