Oh God! Natural light!Close: it was Greg Rucka, though Johns co-wrote the actual one-shot issue where Lord was revealed to be evil. The whole Evil Max plot was part of Rucka's Wonder Woman run and his OMAC Project limited series.
If Pedro really is Max, it makes me wonder if the OMA Cs may show up here.

Make sense, the whole point of this batman is that he is a veteran with a sort of mysterious past a la nick fury, so missing that will be just another regular batman story and we already have a lot of that.

so far the only media who manage to kinda capture lex luthor are the animated universe and Smallville, both in part by their lenght.

Has there actually been a proper mad scientist villain in recent superhero movies? Most of the time the Luthors and Osbornes tend to be employing (mad) scientists instead of actually doing mad science themselves. I legitimately can't remember any hands-on science/tech baddies since Syndrome or Doc Octopus back in SM 2.
Shazam might break the mold though depending on how Sivana is depicted.

There's also Dr Poison from the Wonder Woman movie and Whiplash in Iron Man 2.

Dr Poison is a good call, though she was more of a lackey than a Big Bad. Whiplash is a legit example though, unfortunately the film was bleh.

Maxwell is a character who has a bit of a... complicated history. Basically when introduced he was a metahuman with telepathic powers who wasn't a superhero, but a rich and relatively honest man who gave his support to the League. He was their ally for a while, until Geoff John retconned him into having been Evil All Along because he thinks super-powered beings are dangerous to humanity. Then he killed the Blue Beetle of the time, and Diana had to kill him on cameras. Linkara spoke about him in detail in his Top 10 Worst Heroes becoming villains. But point is, no, he wasn't just another evil CEO in the comic. Not sure how they'd translate this.
