As for the versus thing: Well, Lelouch ultimately achieved more, but he also fucked up a lot more. The Count only wanted "petty revenge", but he achieved it flawlessly, without a single mistake. It comes down to Lelouch having divided priorities (Revenge vs Better world for Nunnally), and the Count only having one.
