Eisei Amamoto pops up as a second in command in Godzilla vs The Sea Monster. After they lost Ebirah, it attacks the ship that the leaders were on. It's clear that Amamoto's character survived, and being the highest ranking member of the organization, took control. It would make sense why he was so obsessed with controlling giant monsters, wishing to succeed where his predecessors had failed. It also death doubly ironic, as he survived Ebirah's trashing of his ship in that movie, but Kong's attacking of his ship did him in. Dr. Who is a Time Lord.
