Shinrai featured multiple murders, each of which complicated the case further. It's possible that with relatively little evidence to convict the killer, they will only slip up in one of their other murders.
Again, Shinrai had one killer and three unwitting accomplices, so it's possible that something similar happened here. If one of the Raptor Pack is the killer, then it's unlikely that they committed the crime without at least one of the others being in on the plan.
Nobuhiko implies that he's already figured out more about the case than he's letting on, which is why he's comfortable letting a team of rookies handle the case. It's thus possible that the case of the man in the T-Rex mouth is relatively simple, just like how in Shinrai, the first blackout was essentially a tutorial case.
It would be a great way to set up a Contrasting Sequel Antagonist compared to Shinrai, where the killer was sympathetic and the victims were assholes.
