Izu suddenly appears before Aruto in a corridor passageway of Satellite Zea, however, there seems to be something off about her… Furthermore, besides her new long-haired hairstyle, she keeps on suddenly appearing and then disappearing from view, and the way she speaks seems unintelligible! Izu, who claims she is suffering from a systems failure, has apparently lost all of her data on Zero-One! So in order to update Izu's data on Zero-One, he decides to go back and revisit all of their previous battles, however…

- Ambiguous Situation: Izu suddenly losing all of her data on Zero-One is this, and why she's switching between being coherent and unintelligible.
- Bottle Episode: The special is made up almost entirely of old footage, with Fumiya Takahashi (Aruto) and Noa Tsuruhima (Is) providing voice overs. Though this isn't to conserve a budget, but rather ait's due to the COVID-19 pandemic. Kamen Rider Zero-One entered a hiatus during which the timeslot was occupied with lower-budget Recap Episodes that could be produced while allowing the actors to practice social distancing, the President Special being the first of these.
- Early-Bird Cameo: Kamen Rider Ark-Zero makes a brief appearance near the end of the special, surrounded by the corrupted kanji of the Ark, complete with Red Eyes, Take Warning.
