It takes several tries for her to find someone who doesn't write off her begs for help as a joke, but she eventually does find one woman who tries to call the cops for Jess[[spoiler:, although she wasn't fast enough]]. In fairness to Blaire, their last attempt to call 911 didn't go particularly well.
