It's been established that there are characters capable of seeing very far into the future (Joy Boy's return was predicted 800 years in advance). Somehow, Shanks discovered some kind of BadFuture either by forseeing it himself or by having someone tell him about it, and since then, he's been working to prevent it. Shanks has sevral times mentioned the "New Era" and has intervened on multiple occaisions to protect the Worst Generation (and especially Luffy) from harm, he says that he lost his arm "betting on the future," and has displayed incredily powerful Foresight abilities with his Haki. Shanks probably sees Luffy as the key to preventing it and so he's been protecting Luffy and the Worst Generation from powerful forces to allow them to become strong enough to oppose whatever's coming.

He became a Warlord well after Luffy had beaten or allied with several of their number, and the story was moving on to tackling the Emperors; and then he became an Emperor just as Kaido and Big Mom were beaten and we were entering the final arc. And we all knew from the start that Luffy never wanted to become the Pirate King for the the world to acknowledge it, for the fame of it - and recently it's been established that the whole goal of his is only another stepping stone for his ''true'' dream.
So it will be that Luffy is going to make it to the Laugh Tale, fulfill every requirement for the kinghood, and basically win whatever global war there's going on. And then he will move on to his actual dream, and Buggy will somehow stumble on to the scene and manages to hog the glory and get himself the wealth, fame, and power that it brings to him. The people as a whole will fear and respect him, but those few fully in the know, the Straw Hats among them, could not care less because by this time they know how little it really means.

Unlike Luffy though, he really does want to rule the world, which would mean coming into conflict with the Gorosei and World Nobles. I think it would be strangely fitting if Teach, as the villain, is the one who opens the doors to the final conflcit of the series.
