In "Pop-Sicles", Jimmy is able to access the room with all the frozen Heinouses are in through the Misery Inc. factory, but in "Jimmy, Don't Be A Hero", Lucius accesses the same room from his mansion. Rather than a goof from the creators, it might be evidence that the chamber with the frozen Heinouses are located in an enormous underground complex below Miseryville and accessible through certain passages. This complex probably also contains a lot of stuff important to the Heinous family and Miseryville's history, with one secret chamber being the frozen tomb of Lucius I himself (whose cryogenic chamber does not appear in any scene involving the room the other Heinouses are frozen in).

Owing to his status as TheDreaded and the mostly comical nature of present-day Miseryville, Lucius I is the real Satan, the fallen angel cast out by God, and under his rule, Miseryville was a REAL FireAndBrimStoneHell where the damned suffered unspeakable torment. For whatever reason, he procreated but his son was disgusted with his cruelty and imprisoned him, eventually meeting the same fate under his own son, and so on all the way until the show takes place. Each Heinous grows weary of their fathers pointless cruelty, despite being more lenient than their predecessor, and is inevitably overthrown and Miseryville made slightly more pleasant. Just as his ancestors, Beezy will eventually get sick of his fathers evil and overthrow him, continuing the cycle.

The name Lucius is considered an honorable title, one that has to be earned by doing something very evil as a rite of passage. For the current Lucius, this was no problem, and he earned the title at a young age. For Beezy, InadequateInheritor he is, has failed to earn it to this day.
