I can't think of a another reason why else these two boys sound vaguely foreign but have American parents. With Dexter, he sounds like a kid doing a bad/childish Austrian accent, while Mandark's could really be anything. Hell, I thought Mandark actually WAS foreign, with him looking Chinese(ish) while his sister had some sort of Mongolian look to her. This is completely thrown out the window when we finally see their parents and they happen to be completely white. (Seemingly, anyways.) It could be that CraigMcCracken intended for him to be asian, but the new production team had different ideas. Whatever idea the case maybe, it reminds me of this disorder: http://en.wikipedia.org/wiki/Foreign_accent_syndrome

The parents don't tell Dexter because, while he is a genius for certain things, he is still a little boy and there are things you don't know how to explain to a child. As for Dee Dee, rather than telling Dexter about it, she will rather try to enjoy whatever time she has by playing and living to the fullest (even if Dexter could find a cure, it would take exams and tests and she wouldn't want to waste her time like this). Also, maybe she doesn't want him to regret never spending time with her after she dies, so she will go play in his lab to be near him.

Think about it. As a child, he wanted to surpass Dexter and prove he was smarter. Understandable. As another person mentioned above, perhaps he isn't even a villain since the show is from Dexter's perspective... To go from such a normal goal from conquering the world, something must have happened. What? Dee Dee died and Mandark probably blames Dexter for it.

Dee Dee wrecks his inventions on purpose because the Patriots hired her to make sure Dexter doesn't turn against them by him being distracted by fixing his inventions she wrecks. The reason why Dexter doesn't tell his parents? So the Patriots don't kidnap him and use them for ransom.

Obviously this wouldn't go over well with his parents, so Lalavava lives in his lab and isn't allowed to tag along on family escapades with Mandark and his parents, explaining her absence in future episodes. Also gives her a FreudianExcuse for treating Mandark terribly.

His backstory functions almost exactly like a trans kid's story (given a girl's name, dressed as a girl, laughed at for identifying as a boy, changing his name and appearance to be more masculine, and defending his masculinity while painfully hating the way he was raised). Since "A Boy Named Sue" is told as a backstory, one could invoke UnreliableNarrator to say he changed a few details to hide this fact, instead looking like a cis boy raised like a girl instead of a trans boy.
