Seemingly executed in the last days of the war, Shiro would reveal his survival decades later after Mei's spirit gets exorcised before killing Harara's servant to take control of the G Bodhisattva and test his machine by stomping over a Chinese city. Realizing the limits of his body, Shiro forces Kakugo's girlfriend to drink anesthesia to take over her body and continue his plan to crown himself Emperor of Japan and TakeOverTheWorld. When Kakugo is resurrected by a surviving Harara, Shiro would appeal to his family ties before trying to cause a potentially apocalyptic explosion to kill his grandchildren after Kakugo rejects his murderous ideals.

Under his command, the Black Army committed acts of terrorism in several countries, and every time he hypnotized an innocent woman to make her believe she was the leader of the group, using her to do the dirty works in his place. After obtaining a nuke, the leader sends a ransom of one hundred billion yen to the Japanese government, threatening to blow up all of Tokyo if they don't pay within 24 hours. When the young Rumi sees them, the Black Army [[SheKnowsTooMuch makes several attempts on her life]], but she's saved by Ryo Saeba. The Black Army leader decides to kidnap and hypnotize Ryo's partner Kaori, and uses her to try to kill both Rumi and Ryo, and also to lead his henchmen from a distance. Once the police find the nuke's location, they send cars to evacuate the area and some agents to stop the terrorists, but the Black Army [[CopKiller massacres all of them]]. Later, the leader orders Kaori to shoot Ryo, and when the police find his position and come to arrest him, he asks her to activate the nuke and destroy Tokyo immediately out of spite.

Ryoga then proceeds to cruelly tell Jin that the friendship he formed in the past was fake and Jin was nothing but his spare parts. After Jin spares Ryoga, the latter then taunts Jin that he will continue his experiments. Before the final confrontation, Ryoga threatens the secretary to give him the whereabouts of the CEO and then blows his head off after saying that the CEO has interested in Jin, and kills anyone who tries to stop him from meeting the CEO. Although having numerous redeeming qualities in the past, Ryoga is revealed in the present to have become nothing than a hyper-human sociopath who tries to rule Tokyo as [[AGodAmI a god]].

After the man informs Oiwa of the scheme, Oiwa is so mortified [[DrivenToSuicide she kills herself]], to which Iemon has no remorse. Iemon then murders his kidnapped servant even after he offers to not spill the truth in exchange for the medicine, in order to frame him as Oiwa's illicit lover, and has his infant son killed with them. When Oiwa returns as a [[StringyHairedGhostGirl ghost]] and kills his new family, Iemon shows no grief.

When Briareos reveals to the Regular Army that the Elders were using them for their own genocidal means, Hades tries to kill him and Deunan over General Uranus's objections. A genocidal racist [[RevengeByProxy whose hatred of Bioroids was ultimately a means to nurse prior grievances against Deunan's father]] and [[ItsAllAboutMe stroke his own ego]], Hades shows himself to be the most personal menace Deunan ever had to deal with during her ESWAT career in any continuity.

After deducing that a utopia is an impossible dream, Talos began to see [[WarIsGlorious war as the new way of life]], seeking to find and awaken an Olympus war machine in order to cause untold amounts of destruction. After finding that the war machine is designated to destroy to New York, Talos allows it to happen, hoping to showcase his power to the rest of world with the intent to sacrifice his own citizens. To his ends, Shibusawa forced [[WouldHurtAChild gifted children]], most notably [[TheHero Atsushi Nakajima]], to endure torturous experiments so he can activate their Abilities. Shibusawa's curiosities to see people's Abilities in action would lead him to cause the Dragon's Head Conflict in Yokohama that lasted for 88 days and resulted in 88 deaths. In the present, Shibusawa unleashes a mysterious fog onto the world that led to hundreds of people murdered by their own Abilities, before crystalizing said Abilities to collect, and would collaborate with Omasu Dazai and Fyodor Dostoevsky to spread his fog throughout Yokohama. Shibusawa would then backstab Dazai before [[FusionDance fusing]] with him to become a dragon and destroy Yokohama. Becoming the "Singularity", Shibusawa allows his fog to engulf the planet and kill off every single Ability-user so he could absorb their Abilities to make himself more powerful.

He then activates the Dragon Cry in an attempt to destroy all of Fiore out of revenge for his exile, only failing when the power proves too much and incinerates him.

Four years later, he planted two sets of bombs, one at a Ferris wheel and another at an unknown hospital, using a tricky dilemma to force detective [[EnsembleDarkhorse Jinpei Matsuda]] into [[HeroicSacrifice sacrificing himself]] at the Ferris wheel to find the location of the second set. In the present, he critically injured Inspector Shiratori by bombing his car, before sending another bomb threat about two new sets of bombs, one at the Tokyo Tower and another at an unknown high school, once again aiming to to humiliate the police with the same dilemma. Willing to detonate bombs [[WouldHurtAChild despite being aware of children's presence]], the bomber shows nothing but amusement from the police's troubles. When finally cornered, the bomber breaks down and reveals his true colors, a pathetic criminal looking to cause violence and see the police ruined, his original thoughts of vengeance long gone.
