In most of the situations where the Autobots and Decepticons were required to join forces and work together, the involved Decepticons were under the command of Cyclonus. Possibly, Cyclonus insisted on preserving Galvatron's leadership due to their connection with Unicron. After all, they are his creations and when Unicron decides that Cyclonus is fit to replace Galvatron, he will let Cyclonus know.
