Pardon my french, but it was a REALLY shitty take on it. The movie isn't set in our world, so it not following any existing legal system in itself makes no sense, and if we question the moral and utility of the games the fact that it adds torture to the execution turning their SUFFERING into entertainment should be the main concern. It also blatantly ignores that the inmates are selected to take part in the games, so if anything (unless OP is advocating for the killing of any criminal) one could speculate that the conrols are made during the vetting.
