Harry is an incredibly elitist jerk even to his own friends who thinks he's above the law and was going to let Charlie get punished. On the other hands his sense of indignation that the Dean got the Board of Trustees to buy him a jaguar with school funds can feel kind of understandable, and the Dean doesn't exactly handle things in a fair and cool-headed manner afterwards.
