Its to my knowledge that Tsu said she partook in events that occurred in the episode in the manga, they just weren't shown. So like the Festival Fights, this is a case of Adaptation Expansion and not technically filler. It is filler in the sense it fills an episode, but it is canon unlike most filler.

* Tsuyu Asui caught the fanbase's attention even before her name got revealed, due to her cute design, her cool head in battle, and her blunt personality. Her Darkhorse status showed when she was given ADayInTheLimelight bonus chapter detailing her backstory, as well as a Filler episode in the anime dedicated to her post-Sports Festival internship. She placed 6th in the first Japanese character poll and 2nd in the American one (And in the US she was popular enough to take up giant banner space on both SDCC and NYCC's show floor spots alongside All Might and Deku, the main characters of the series!).

* Fumikage Tokoyami is also very popular, for having both a cool and powerful Quirk and a valiant personality that's earned him the FanNickname 'Birdbro'/'Chocobro'. And in some circles have found his kind of dorky affinity for dark and dramatic things rather endearing. He placed 7th in the first Japanaese and American character poll.

* Mei Hatsume has her share of fans too, because of her otaku-level love for technology and just to show off her inventions.
* Stain became the most popular villain so far because of his complex motive and his cool design. He became one in-universe too, as some have called him a cool villain, inspiring a new wave of villains to join the Villain Alliance, and having merchandise of him sold.

* Despite his relatively small focus, Mashirao Ojiro is surprisingly popular in Japan, ranking 14th and 12th in the first and second Japanese popularity polls.
* By far the biggest surprise in the second Japanese popularity poll is Jirou Kyouka's position as 7th, making her the most popular female character in Japan currently, beating even main character Uraraka (10th) and BreakoutCharacter Tsuyu (9th).

A character having fans doesn't mean they're a dark horse.

* Twice sucks. He's awesome! His popularity quickly heightened when was revealed to be a JerkassWoobie. That, and he's an Expy of the much-beloved Franchise/Deadpool.
* Nana Shimura gained a lot of popularity for being an AmazonianBeauty, and giving a look upon how hard motherhood can be on heroes.

* Yoarashi Inasa has gathered quite a few fans for his cool quirk, being a huge badass and a funny hotblooded character.
* Everybody seems to think Gang Orca is a badass with a great design. It helps that he was a Transplant from Manga/OumagadokiDoubutsuen (where he was also well-liked), meaning he already had a sort of fanbase to build upon.

I can securely say that Tensei, Night Eye and Mt. Lady, while well liked, do not have fans enough to qualify to this trope. Chisaki is far more hated than liked, he had some fans before The Reveal of what he did with Eri, but lost them after it..

%% * On a smaller note, Mount Lady likewise has a pretty good chunk of fanbase, considering she appears in many omakes and was even pivotal during Bakugou's rescue from the Villain Alliance. Of course there also the fact that she's also MsFanservice.
%% * Chisaki, AKA Overhaul, gained a mountainload of popularity when he upstaged Shigaraki as a credible threat, was revealed to be a member of the Yakuza, and the holder of a incredibly terrifying Quirk that can dissemble and reassemble anything living with a single touch.
%% * Night Eye, All Might's sidekick, has received a lot of praise as a sharp contrast to All Might- the brains to his brawn, and the cold-blooded to his hot-blooded- and for being a closet Otaku. Plus, there's the fact he can see anyone's personal future to an almost infallible degree, even many years in advance. He's also a coldly logical and surgical individual with a hidden sense of warped humor, making him rather enigmatic and really interesting to watch in action.
%% * Tensei Iida, Tenya Iida's older brother and the first Ingenium, has received this treatment in the Illegals spin-off due to it exploring his history, revealing he runs an entire organization, complete with a business card, that takes in heroes who feel they lack a place where they fit in and figures out whose Quirks work best for whatever situations come up. His version of the family's Engine Quirk is also relegated to his arms as opposed to his legs, and he has a neat airbag system installed in his suit to prevent himself from crashing while running fast, as well as a launching sequence. He's also AFatherToHisMen and a mentor figure to anybody in need of guidance.

* On a smaller note, Mount Lady likewise has a pretty good chunk of fanbase, considering she appears in many omakes and was even pivotal during Bakugou's rescue from the Villain Alliance. Of course there also the fact that she's also MsFanservice.

* The very first example is Tsuyu Asui who before being properly introduced had plenty of fanart for a side character. It probably has to do with her cute frog-like appearance. Her Darkhorse status showed when she was given ADayInTheLimelight bonus chapter detailing her backstory. She placed 6th in the first character poll.
He placed 7th in the first character poll.

* Bakugou's mother immediately picked up fans upon her first appearance. Like Bakugou, she's loud, brash, and not afraid to speak her mind, but unlike her son, she's not a complete jerk, and is in fact not afraid to lay a verbal and/or physical beatdown on Bakugou whenever he stops out of line.

It would be hard to pin point any one member of 1-A as more popular then the rest. Overall, as they get more and more focus, everyone has gotten more than a little love. Then as 1-B and other students show up, it's becoming quite apparent that the whole school is filled with Darkhorses. To make it even bigger, it's almost granted that any character introduced will gather their own fanbase.

* Kaminari Denki managed to place 10th in the first character popularity poll despite having little focus compared to the other 9 characters found in the top 10.
* Despite her relatively minor role in the series so far (even in comparison to other students outside of the main class), Itsuka Kendou was popular enough to make 13th place in the first character popularity poll.
* Despite his diminished role in the series post his fight with Midoriya, Hitoshi Shinsou seems to have made quite the impression in the fandom as he ranked 12th in the first popularity poll.
* In the western hemisphere, Gran Torino is actually pretty popular too, placing 11th in the popularity polls.
* Toga Himiko quickly became a fan favorite due to her Yandere appeal, which only furthered when it was revealed that she swings both ways.
* Among the villains, Dabi has also garnered a strong fanbase, even becoming a minor LauncherOfAThousandShips among the villains, being shipped with Shigaraki, Himiko, Twice and Stain.
* Twice sucks. He's awesome! His popularity quickly heightened when was revealed to be a JerkassWoobie.
* Nana Shimura gained a lot of popularity for being an AmazonianBeauty, and giving a look upon how hard motherhood can be on heroes.
* On the subject of mothers, Inko Midoriya has her fans because of her loving nature towards Izuku and her realistic depiction. For some, it's also because of her BigBeautifulWomen appeal.
* By far the biggest surprise in the second popularity poll is Jirou Kyouka's position as 7th, making her the most popular female character in the series currently, beating even main character Uraraka (10th) and BreakoutCharacter Tsuyu (9th).
* The Big Tree(Mirio, Nejiri and Tamaki) quickly garnered several fans due to their wacky personalities and amazing skills. The fact that Tamaki seems to be an Adorkable version of Sasuke Uchiha and Mirio quickly became a new MrFanservice stroke a cord with the fans.
