The head of the Public Safety Commission and an anti-human extremist. Under his leadership, the Security Committee devolved into a group of thugs who go out of their way to make the other students' lives difficult, and elect to [[KilledToUpholdTheMasquerade kill any humans who discover Yokai Academy]]. After his defeat at the hands of Tsukune and his harem, he is relieved of his position and kicked out of the school.

* ZeroPercentApprovalRating: Just about everyone at Yokai Academy, including the teachers, despises him to the extent that, when Tsukune defeats him, the entire student body promptly declares Tsukune the school hero... at least, those who aren't jealous of him because he defeated this fascist first.
* AdaptationalJerkass: Not that he was a nice guy in the manga either, but there, he just decides to kill the Newspapers Club as soon as he takes them to the headquarters of the Public Safety Commission and they rebel against him, while in the anime, he takes Tsukune, Moka, Kurumu and Mizore, and proceeds to torture Moka (and threatens to do the same with Mizore and Kurumu) to make Tsukune confess his identity as a human. Afterwards, he sentences Tsukune to a PublicExecution in front of everyone in Yokai Academy to [[MakeAnExampleOfThem make an example of him]]. Somehow, the [[LighterAndSofter anime]] managed to make him [[DarkerAndEdgier look even worse]].
* AmbitionIsEvil: In the anime. Inner Moka tells him outright that he has been "swallowed up in his own vile ambition."

* BishonenLine: He goes through two monster forms during the fight with the Newspaper Club, the first being a fox forged out of fire, with four tails, and the second being his "Ultimate Battle Form," which is basically his human form, forged out of fire, plus fox tails and ears. When he [[spoiler: returns as a member of Fairy Tale, he's crossed the BishonenLine again; his default battle form now looks closer to his human form, but with five tails and wearing a suit made of fire]].
* TheBully: For all his talk of "honor" and "justice," he's basically a super-powered school-yard bully who goes around taking people's lunch money. Unfortunately, the consequences for those that don't comply are ''far'' more grievous than the simple beating such thugs usually dish out, as the previous "newspaper club" can easily attest. [[spoiler: He continues this behavior when becoming a Fairy Tale top enforcer, and utterly fails to comprehend why almost nobody shows him any respect.]]
* CantTakeCriticism: In the anime, Inner Moka tells him that he's nothing but a corrupt bastard and has no right to "preach about preserving order and protecting the peace." In response, Kuyou angrily tells her to shut up right before Moka drop-kicks him through the roof.
* DirtyCoward: When he confronts Tsukune again [[spoiler: as a top enforcer at Fairy Tale]], he teleports Tsukune to a dimension full of rising flames where he has the absolute advantage, goes into a MotiveRant about how he resents Tsukune for making him have to train himself [[SpoiledBrat for the first time in his life]], and when Tsukune ''still goes on to hand him his ass'' teleports out and tries to trap Tsukune inside.
* DiscOneFinalBoss: Of both the first seasons of the manga and the anime. In the manga, he's the first big threat that the Newspaper Club had to deal with after dealing with many MonsterOfTheWeek small fry villains, and in the anime, he becomes the ClimaxBoss for the last arc of the first entry.
* TheDragon: Apparently, he becomes [[spoiler: Kiria's at the end.]]
* TheDreaded: This is a significant part of why Kuyou got away with his abuse of authority while part of the Security Committee; the other students were just that scared of him. In fact, when Tsukune and the Newspaper Club tried to convince the other students to help expose the Security Committee's corruption, they all refused to do so out of fear for their lives.
* EvilCannotComprehendGood: When Tsukune, about to be executed, asks that he spare the other members of the Newspaper Club, Kuyou is genuinely surprised that he would make such a selfless request despite facing execution. In general, he views the very idea of human/monster co-existence as ridiculous at best and sickening at worst.
* FantasticRacism: Against humans.
* FarEastAsianTerrorists: He acts like a terrorist as the leader of the Student Police [[spoiler:and happens to be a member of a very racist terrorist organization]].
* FauxAffablyEvil: In his first scene, he politely introduces himself to the Newspaper Club and explains the reason for their presence... before unleashing merry hell upon them.
* FeelingOppressedByTheirExistence: He dedicated himself to training and growing stronger solely to defeat and kill Tsukune, and rants about how he considers the humiliation of losing to him a FateWorseThanDeath.
* HannibalLecture: Near the end of the group's fight with him in the anime, he goes off on a tirade about how they can't stand up to him and how he's in charge of "[[KnightTemplar preserving order and protecting the peace]]" at Yokai Academy. Both Gin and Inner Moka [[ShutUpHannibal respond as one might expect]], with Gin physically restraining him long enough for Moka to go on about how Kuyou is nothing but a corrupt bastard and then drop-kick him through the floor.
* HateSink: He is a monster in every sense of the word who wants to kill humans and monsters for any petty reason he can think of. [[spoiler: That was before we learn he was an undercover terrorist.]]
* HeroKiller: He torches Tsukune and leaves him on the brink of death; it's only because of Inner Moka saving him with her blood that Tsukune comes out alive.
* {{Hypocrite}}: While beating on Moka, he lists numerous negative traits as proof that HumansAreBastards, including lying, cheating, selfishness, and hurting others without caring. His reasoning falls flat when one realizes that he and his Security Committee have done all of those things and more, and have abused their authority for God knows how long to make the other students miserable.
* IAmNotLeftHanded: While fighting the Newspaper Club for some time in his initial monster form, they manage to do quite well against him... until he breaks out his [[BishonenLine Ultimate Battle Form]] and hands them their asses.
* {{Jerkass}}: Human or monster, he barely needs any provocation to burn someone to ash.
* KarmaHoudini: Aside from his beatings as Tsukune's hands and being forced out of Yokai Academy, Kuyou has never had to pay for any of his actions. By the end of the manga, [[spoiler:he's still at large after Fairy Tale's fall and will undoubtedly continue to be a threat to Tsukune and the others in the future.]]
* KickTheDog: All he does is abuse his authority for all it's worth to make everyone else at Yokai Academy miserable. Case in point: he puts Tsukune through ColdBloodedTorture, punches Moka in the gut, and overall needs little-to-no provocation to burn someone alive even if they're ''not'' the sort of creature he despises (read: humans).

* KnightOfCerebus: The first villain to break the MonsterOfTheWeek formula, and his appearance was one of the few times Inner Moka dying was presented as a possibility in Part I.
* KnightTemplar: He's firmly convinced that ''all'' humans are disgusting vermin worthy only of death, and that ''any'' other monsters who dare associate with humans are NoTrueScotsman and deserve to die as well.
* LackOfEmpathy: When Tsukune, having been scheduled for execution by the Security Committee, asks him to at least leave Moka and the other members of his UnwantedHarem alone, Kuyou assures him that their deaths with be quick and painless and then ''laughs in Tsukune's face'' while Tsukune pleads with him not to hurt them.
* MadeOfIron: He survives being shredded by Ginei's claws.
** He also survives [[spoiler: the release of Tsukune's first seal in their second fight...]] barely.
* ManOfKryptonite: As a yuki-onna, Mizore is WeakToFire, making Kuyou this to her. During the Newspaper Club's fight against him, Kuyou {{No Sell}}s Mizore's ice attacks before knocking her out with a single fireball.

* NeverMyFault: They believe Tsukune is the reason why their respective girls (Moka, Kurumu, and Yukari) ignore them. Their appearances and behavior are so gross that no girl would want to look at them even without Tsukune around.
