** Then they take over Lúcio's neighborhood and turn it into a police state where they impose strict curfews and exploit the locals as cheap labor. [[TheDogBitesBack This bit them in the ass when Lucio stole their technology and turned it against them.]]
** Vishkar agents tend to operate in highly corrupt nations such as India and Brazil, which would make it harder for the authorities to arrest and terminate them as a corporate group.
** Then in the comic short, "A Better World", [[spoiler:they secretly send agents to blow up a favela, killing/injuring several civilians (including a young girl whom Symmetra befriended) and displacing many more in order to force them to accept their "improvements"]].
