Caesar Clown's BlobMonster pet created from the poisonous [=H2S=] gas that spread throughout Punk Hazard. It has "eaten" the Sala-Sala Fruit (''Sara Sara no Mi''), Model: Axolotl.

He then gets Smiley eat a giant candy that kills it, transferring its Devil Fruit to a random fruit nearby and reverting it into a [[AdvancingWallOfDoom deadly gas]] cloud]].
** His ''magnum opus'' is his latest creation, the Shinokuni (Land of Death), a purple gas that works within seconds of contact, turning its victims into calcified statues and killing them within 12 hours.

* WeaksauceWeakness: In Chapter 673, it is revealed that Smiley, is a Zoan Devil Fruit user. Specifically the Sala-Sala Fruit (''Sara Sara no Mi''), Model: Axolotl. [[spoiler:According to Caesar Clown, Smiley is very vulnerable to water. However, unlike many other blobs, trying to burn it will result in a massive explosion, as it's made of condensed gas]].

* RoyalsWhoActuallyDoSomething: Although he's a king, he also has a passion for fighting as shown when he personally enters the Corrida Colosseum competition to win the Mera Mera no Mi. [[spoiler:And he's one of the many fighters who aid the Straw Hat Pirates in taking down Doflamingo]].

* OurCentaursAreDifferent: The first seen are half leopard and half giraffe respectively. Other hybrids include a [[NeverSmileAtACrocodile crocodile-man]], doe-woman and zebra-man.

* MoralMyopia: Hates the "Worst Generation"... except for Law, who he claims "is different". However, even listening to his own speech about it, it sounds like Law had been involved in the same kinds of world-shaking stuff the others were over the past two years (and even now has some rather grandiose plans in mind), the only difference being that Law helped Brownbeard personally. Luffy and Zoro also joined his good side when Luffy and his crew allied with Law, and together they foiled the villainous situation at Punk Hazard where Brownbeard and company were being used, who also teamed up with them.

* UncertainDoom: Her and the orphans' final fates are never explicitly confirmed, only told through the reactions of others. It's implied that Linlin ate them all, judging by the circumstances, bystander reactions, and Big Mom's unexplained inheritance of Carmel's devil fruit powers right after she disappeared. Given [[GoryDiscretionShot the horrific and graphic nature of that implication,]] it's unlikely that it'll ever be shown in detail. Complicating matters is that Oda stated in volume 16's SBS that eating Luffy would not grant someone his Devil Fruit powers, contradicting the obvious conclusion of how Big Mom gained Carmel's abilities.

The New World is the second half of the Grand Line known as the "playground" of [[Characters/OnePieceFourEmperors the Four Emperors]].

* EliteMooks: The Yeti Cool Brothers are much stronger than the Centaur Squad and they're unleashed on the Straw Hats almost immediately. They defeat Zoro, Sanji (in Nami's body), and Brook, showing they are very tough, but they win thanks to a cheap tactic and Luffy, Franky, and Law beat them in a direct combat.

* HalfTheManHeUsedToBe: [[spoiler:Scotch is beaten when Law cuts him in half inside his Room.]]
* LightningBruiser: [[spoiler:They appear to be faster than ''Luffy'', and defeat most of the crew without effort. Though this is revealed to be using gas that can induced drunkeness and they only won because they caught most of the crew off guard.]]

* AllThereInTheManual: The fact that Morgans is a Devil Fruit user with the granted ability to transform into an albatross-man is first revealed in the Vivre Card, and it has yet to be revealed in the story proper.

* PersonalityPowers: He ate the Gas-Gas Devil Fruit, giving him the ability to turn into many kinds of gases, including poison gas. He's a very immoral scientist who relies on deception ([[spoiler:he tricked innocent children into becoming his experiments by convincing them they were sick and giving them doped candy that shortened their lifespans considerably]]), and is a DirtyCoward who has a SmallNameBigEgo and turns tail the moment things goes sour for him. He's also [[{{Pun}} full of hot air]], which the Straw Hats actually exploits once to make him into an air balloon.
* PoisonousPerson: His Devil Fruit ability allows him to control poison gas and turn himself into said gas. [[spoiler:It goes both ways, because he's a massive BitchInSheepsClothing who manipulated the children's trust so he can perform experiments on them and make them eat what are toxic drugs disguised as candy that shortened their lifespan by a number of years. And the children themselves didn't even know this.]]

* PracticallyJoker: He's a {{Sociopath}} with clown-like name and looks. He also looks like the [[Characters/Batman1966RoguesGallery Joker]] from [[Series/Batman1966 Batman '66]] and specializes in chemistry and poisons, like [[Characters/BatmanFilmSeriesTheJoker Joker]] from [[Film/Batman1989 Batman '89]] and other iterations.

* RestrainingBolt: Following his capture, Law uses his Devil Fruit powers to remove Caesar's heart in order to keep him under control.

* TheSociopath: Everyone is just a means to an end to Clown.

* TearsOfFear: At the end of Chapter 691, when Luffy is [[ThisIsGonnaSuck about to attack him with a Gear Third bazooka attack]].

** [[spoiler:He uses children to work on a giantification formula (which explains several of the children's huge sizes) knowing the drug will kill them all in five years or so. And when this group of kids dies, he would just go on and kidnap another set to continue his work]].
** [[spoiler:During the Straw Hats' alliance meeting with the Firetank Pirates, Caesar threatens to hurt Capone Bege's infant son, Pez, if he didn't uphold his end of the bargain of letting him escape in exchange for helping take down Big Mom. It's when [[PapaWolf Bege]], and his wife, [[MamaBear Chiffon]], looked significantly angry]].

* AccidentalMurder: Caesar Clown attemps to kill Smoker in a last fit of spite by going for stabbing his stolen heart. [[spoiler:It's actually Monet's, as Law pulled a fast one on all of them, making Monet one of the extremely few explicitly murdered characters in the present storyline. This way, it also prevents Monet from self-destructing all of Punk Hazard under Doflamingo's orders, so Caeser inadvertently saves everyone on it, including himself, by killing her.]]
* AllMenArePerverts: When Caesar Clown is at Tottoland, Perospero asks him if he finally developed the gigantification formula with the funds he was given. [[spoiler:It turns out that Caesar Clown didn't even really use Big Mom's funds for other projects -- he blew through most of it on [[HookersAndBlow alcohol and young female groupies]], which he recalls with a lewd expression on his face]].

* AlwaysSecondBest: Vegapunk was always a step ahead of Caesar Clown, so much so that [[NeverMyFault the latter went as far as lying about the accident]] [[TheScapegoat just to besmirch his name]]. The Marines didn't believe it, obviously. He's also notable for being the only major genius in the setting who's still clawing in Vegapunk's direction, with their other peers either feuding among themselves or fully devoting themselves to their own fields.

* ArcVillain: Caesar Clown is the main antagonist and main threat of the Punk Hazard arc, while Doflamingo is TheManBehindTheMan (and Kaido is behind Doflamingo).

* ArmsDealer: With him being at large, and his love of making WeaponsOfMassDestruction, it's only natural he'd become a huge dealer to a BlackMarket who has much less compunctions about using them than the Marines. His capture makes Caesar Clown an important hostage for Doflamingo, who tries to retrieve the scientist.

* AxCrazy: According to Smoker, Caesar Clown is completely insane, and the scientist goes as far to nearly blow up an entire island.
* BadBoss: Despite posing as a caring and benevolent boss, Caesar Clown is actually more than willing to sacrifice his underlings if they get in the way. He also uses them for his experiments.
* {{BFG}}: Caesar Clown toys with a very large pistol when Law talks about his weapons, but he never uses it in combat.
* BigBadDuumvirate: In the Punk Hazard Arc, Caesar Clown shares the BigBad status with Doflamingo, using the alias of "Joker", was revealed as the one covering Clown's activities from the Marines via Vergo. It seems Doflamingo is very interested in Clown's [[NukeEm extremely]] deadly [[LivingWeapon weapons]] of [[DepopulationBomb mass destruction]] as he sells them to the highest bidder.

* DealWithTheDevil: Trafalgar Law made one with him: to be sure that they wouldn't stab each other in the back, Law received Monet's heart, while Clown gets to keep Law's heart and share it with Vergo. It now turns out that [[spoiler:Law returned Monet's heart back to Caesar Clown, but Clown thought he was getting ''Smoker's'' heart. Long story short, it didn't end well for Monet]].

* TheManBehindTheMan: Exaggerated. He works for multiple pirates: he works for "Joker", alias Donquixote Doflamingo of the Seven Warlords, to produce [=SMILEs=], which Doflamingo sells to Kaido. Caesar Clown is also allied with [[TheMole Vice-Admiral Vergo]], co-leader in G5, who covered up the kidnappings of the children and said children are used to experiment a gigantification formula for Charlotte [=LinLin=].

* NoCelebritiesWereHarmed: Caesar Clown's face bears a slight resemblance to Creator/CesarRomero's portrayal of ComicBook/TheJoker.

* StarterVillain: Along with Hody Jones and the Pacifista, he rounds out the trio of challenges at the beginning of the Timeskip that show how Luffy has overcome his former limits; he couldn't beat a Pacifista by himself, he probably would have struggled quite a bit against a bruiser like Hody (a la Rob Lucci), and he would've been incapable of beating Caesar Clown, who's a [[{{Intangibility}} Logia user]]. After beating all three of them, notice how his next challenge (Donquixote Doflamingo) was ''significantly'' [[WakeUpCallBoss more difficult]].

* WildCard: Morgans is not on anyone's side and only ever cares about getting a big scoop ad selling more, even if by doing so he antagonizes himself with [[spoiler:one of the Four Emperors or the World Government]]. As such, he has no problem publishing news that portray Luffy as either a rising star of a pirate or as a dangerous villain.

* TearsOfJoy: When [[spoiler:Sugar is knocked out and everyone returns to human, Viola regains her memories of Kyros. Cue the young woman crying tears of joy at seeing her brother-in-law again, and realizing why the Thunder Soldier had watched over Rebecca all this time]].

* TearsOfJoy: She cries out of happyness when [[spoiler:she remembers her dad and meets him again, then later when Doflamingo is defeated at last, and a third time when she and Kyros are reunited for good and they decide to live together]].

* TearsOfJoy: He cries this when [[spoiler:he announces that Lucy finally wins against Doflamingo.]]

* YouRemindMeOfX: When [[spoiler:Luffy awakens his Devil Fruit, Zunesha notes how much Luffy’s new form reminds him of his old friend, Joyboy, even momentarily mistaking the two]].

** When [[spoiler:he learns about the World Government's intent to assassinate Vegapunk and the escalating chaos unfolding on Egghead, despite knowing the truth of events, Morgans orders his employees to frame the narrative as Luffy and the Straw Hats having taken Vegapunk hostage and waging all-out war with the Government over him. When Vivi calls him out on that lie, Morgans points out that his job, at the end of the day, is to sell a story, and framing Luffy, a recently-ascended Emperor of the sea, as antagonising the Government for his own agenda is as sensational as it gets, never mind what the Straw Hats themselves think of his narrative]].

* SpellMyNameWithAnS: It's spelled as "Elbaph" in the Viz translation in order to be consistent with the spelling in the 4Kids dub. In the Funimation translation, it's spelled as "Elbaf."

* ObviouslyEvil: Except to his minions.

While he has a completely different outfit and hairdo, his gloves still say "CC" on them and the others easily recognize his laugh. Lampshaded with his {{Boss Subtitle|s}} reading "Gangster Gastino -- Caesar Clown". Luffy originally arecognizes him, but when he insists he's "Gangster Gastino", Luffy apologizes; Nami has to remind him]].

* TokenEvilTeammate: He becomes one for the Straw Hats under Sanji in the Zou Arc's flashback. He's pretty much coerced by [[BetrayalInsurance Sanji threatening his severed heart.]]

* AccidentalTruth: Upon catching wind of the incident at Egghead, Big News Morgans decides to twist the information and write an article claiming that Luffy has taken Vegapunk captive. [[spoiler:Vivi is outraged since she knows Luffy well enough that she believes he wouldn't take someone hostage unless they deserved it, but Morgan doesn't care, since he'd rather catch the public's interest with a scandalous story instead of the truth. A few chapters later, it's revealed that after defeating all the Seraphim, the Straw Hat Pirates have captured York and are holding her hostage to squeeze info out of the Five Elder Stars, so they're holding ''a'' Vegapunk captive, just not the original one]].

** [[spoiler:After Big Mom and Kaido are defeated by Luffy and their alliance, Morgan's publishes his new bounty poster in Gear 5 in spite of the Five Elders ordering him not completely uncaring of the consiquences of his actions.]]

* {{Jerkass}}: Morgan's only cares about going for the big scoop and has proven to be a scrupulous and selfish person not caring about how others would feel of what he publishes even if they are lies to entice the world.

* WildCard: Morgan is not on anyone's side and only ever cares about getting a big scoop ad selling more, even if by doing so he antagonizes himself with [[spoiler:one of the Four Emperors or the World Government]].

* BadassNormal: Kyros has no Devil Fruit powers but is still ''the'' strongest gladiator ever to walk Corrida Colosseum and defeats one of Donquixote's strongest subordinates.

* BoyfriendBlockingDad: A montage of flashback showed that he's not only a PapaWolf who protected Rebecca from bullies, but he also punished boys who gave her love letters the exact same way.

* CharlesAtlasSuperpower: Kyros has no Devil Fruit powers, but he's by far the strongest warrior Dressrosa has to offer. He's an undefeated champion of the Colosseum, and he defeated two of Doflamingo's high-ranking officers, Buffalo and Diamante. The former he defeated with ease, the latter he struggled against because Diamante kept targeting his daughter.

* WouldHurtAChild: As Thunder Soldier, he protected Rebecca from anyone and anything, and he was not above punching children for either bullying her or for confessing their love to her.

* IWantMyBelovedToBeHappy: After Doflamingo is defeated and the Riku family returns on the throne, Kyros attempts to cut ties with Rebecca. Because of his past as a criminal, Rebecca would lose her royal status if it became known that Kyros was her father. Kyros, believing that Rebecca would be happier as a member of royalty, spreads a false rumor with Riku that Scarlett eloped with a prince from a far-away country. Rebecca doesn't have any of it, and gives up her royal status to live with her father, Kyros.

* SenseLossSadness: Thunder Solider considers not being able to feel the warmth of the people he touches (especially that of his dying wife) to be a painful curse. When he's a human again and finally able to feel the warmth of his daughter's hand at the end of the arc, he cries out of joy and relief.

* WasOnceAMan: Just like every other toy in Dressrosa, he used to be a human but Sugar transformed into a toy and everyone forgot about him. Fortunately, he, along with all the other toys, regain their human forms when Usopp knocks Sugar out.

* HeroicSacrifice: In order to save the other kids from consuming more of Caesar's drugs, [[spoiler:she shoves all of the candy into her mouth at once and swallows them, subjecting herself to a lethal poisoning.Thankfully, she survives]].

* ChokeHolds: His Devil Fruit allows him to do a variation of this, by manipulating oxygen around him to deprive everyone around him of them.

* EasilyForgiven: Subverted. Nami (and presumably the other Star Hats) still hold his actions on Punk Hazard against him.

* EvilGloating: Practically every word coming out of his mouth. He's just that kinda guy.
