The head general of Belaro, and Zoya's older sister. An immensely loyal and feared soldier, she's a consistent thorn in the side of Storch throughout part one until she's stationed to defend Castle Belaro at the end.

* BerserkButton: While she's frequently stern and oppressive in her duties, she generally maintains her composure and her battle quotes are largely dismissive towards her opponents. Facing Helga puts her in a ''frothing rage'' as she attempts to strike down her old school rival.
* EarlyBirdCameo: Her first appearance is in the very first chapter, where she serves to prevent you from turtling at the start.
* MyCountryRightOrWrong: Is even willing to kill her own sister when she (along with the rest of Storch's army) comes to take Castle Belaro.
* UndyingLoyalty: Gradin saved Lesley and Zoya from poverty and helped propel them to the stations they keep in the present. No matter how corrupt Gradin has become, she refuses to turn her back on him.

Head of the state of Belaro, responsible for the harsh taxes that have been levied against its population. His primary concern is keeping the Emperor, Festan, happy, and is happy to jail his own people as a result.

Leader of a bandit gang. He sees an opportunity to attack a local village and takes it, leaving the local militia (with help from Storch) to fight him off.

An infamous pirate known as the Sea Lion. His ''modus operandi'' involves kidnapping livestock and selling them abroad for easy cash.

A pirate of Osturc origin. He is the leader of the crew that attacks Obermueller's boat while Storch and company are still on it, leading to his swift downfall.

!!!Class: Swordmaster

A former colonel of Mahala's military. He has turned to banditry and was recently hired by Horvath to kill Storch and Titus.

!!Kosuke

A member of The Order and subordinate of Horvath. He is a Mahalan mage and old comrade of Tien whose quest for knowledge led to his FaceHeelTurn by way of the Order's dark magic.

A mercenary hired by a mysterious order (presumedly ''the'' Order). He intercepts Storch and company on their way to leave Mahala.

!!!Class: Berserker

A notorious pirate. He takes advantage of the chaos brought by Valdez's attack in an effort to get some quick loot.

!!Reichard and Purcell
!!!Class: Rogue (Both)

Two bandits that raid a fort for their supplies.

* {{Acrofatic}}: Reichard is surprisingly agile for a fat bandit.
* DualBoss: In a bit of a twist of the usual "bandit twins" archetype, Purcell doesn't arrive until a few turns have passed.
* FatBastard: Reichard is most definitely this due to raiding a fort and coming in conflict with Storch's army.
* FragileSpeedster: Unusually for bandit twins, rather than being in axe-wielding classes, they are instead Rogues who prefer to dodge attacks.

A disgraced noble, and Lori's uncle. He has turned to banditry and leads a group of brigands in occupying the old Wabooz Canal.

Emperor Festan's close advisor, and a high-ranking member of the cult known as The Order. He is known to make shady deals with politicians in order to advance his cult's position in the world, and is largely responsible for the amoral experiments and general practices The Order is known for.

* TheManBehindTheMan: The deal he cut with Festan is the main reason why the latter even became the BigBad, down to even the taxes in Belaro: The prisoners who were taken in due to being unable to pay their taxes are heavily implied to have become victims of the Order's experiments.
* PatrioticFervor: He reveals in his battle quote with Anwen that he wishes to expend The Order with the purpose of strengthening Orebro as a whole, who is a poor nation with only religion as its saving grace.
