He even recruits vigilantes to help him, like Evelyn. This extends to their civilian identities too, where he's a very high ranking member of Star City's government, much like Oliver. In addition, both he and Oliver were motivated to take up arms by the deaths of their fathers, both were trained by Talia al-Ghul. The key difference is Oliver strives to better than his father just as his father had wished, while for Prometheus it served as a StartOfDarkness and he became far worse than his father ever was.
