25A mysterious masked archer who makes his presence known just as Mayor Oliver Queen ramps ups his anti-crime efforts with the intent to thwart those efforts. He quickly reveals himself to have a personal fixation with Oliver and devotes all of his efforts into hurting him. He is first revealed to be the son of a past target of Oliver's crusade 4 years back and then it turns out that he has been hiding under Oliver's nose all along as the new District Attorney of Star City, Adrian Chase.

37* AccuserOfTheBrethren: Since his actions in Season One, Oliver has been trying to atone, and works harder to avoid killing where he doesn't have to. Prometheus, however, is out to put Oliver to task for the killings he carried out four years prior, caring nothing for any efforts Oliver's been making to change.
38* AdaptationalNameChange: None of the versions of Prometheus were named Simon Morrison. Additionally Adrian Chase was the name of an unrelated character in the comics while here it's an alias of Prometheus.

Prometheus in the comics once beat the entire JLA without breaking a sweat, and before his VillainDecay kicked he was usually portrayed as a pseudo-InvincibleVillain that could defeat anyone with enough planning. Many of his overpowered abilities are also AdaptedOut, with this version of Prometheus not possessing the advanced technology that allowed him to replicate the fighting skills of every superhero in the DC Universe or detecting everyone's weaknesses. Overall he's a much more grounded and PragmaticAdaptation of Prometheus, but it doesn't make him any less dangerous and efficient against Green Arrow and his allies.
46* AllForNothing: Despite his smugness, his only real victory he ever had was killing Samantha Clayton, all of his other plans to make Oliver kill him and/or break him failed in the end.

If nothing else, he seems to have already been aware that the Hood and the Green Arrow are one and the same. The revelation of his alliance with Talia makes it likely that she told him, but it remains unconfirmed. Considering his high intelligence, it's equally possible that Chase deduced Oliver's identity on his own.
49** As of "What We Leave Behind", Prometheus's identity has only been implied, and he himself has given no real clues. Team Arrow hypothesizes that he's the illegitimate son of Justin Claybourne, which is later proven true. His identity is revealed in bits and pieces over the course of Season Five; "Fighting Fire With Fire" reveals that he, not Vigilante, is Adrian Chase, while "Checkmate" confirms this identity to be a mere alias, with his real name being Simon Morrison.
50** In "Honor Thy Fathers", Chase appears to cross the DespairEventHorizon after being told of his father's intent to disown him and doesn't resist being defeated and arrested, but the events of the next two episodes -- the last in the season -- strongly suggest that he was intending to be captured, raising the question of whether or not the revelation had any impact on him at all.
51* AnalogyBackfire: He claims that he calls himself "Prometheus" because his namesake took power from the gods for playing judge, jury, and executioner as Oliver did. The mythical Prometheus, however, took power from the gods in the name of ''helping'' humanity, something the villain consistently fails to do by murdering scores of people.

53* ArchEnemy: To Oliver Queen, who may very well be Oliver's most hated and personal enemy of ''all time''. Their animosity began when Oliver killed Chase's father back in Season 1, leading Chase to dedicate the next 5 years of his life to AvengingTheVillain and swearing to destroy Oliver in every way possible, to which he very nearly succeeds. The only other BigBad to have had such a personal vendetta against Oliver is Slade, but unlike Slade who was [[WeUsedToBeFriends once an ally]], Prometheus is Oliver's sworn enemy straight from the get-go. Considering Oliver is willing to ally with Slade ''and'' Malcolm Merlyn if it means stopping Prometheus, an argument can be made that he is Oliver's worst enemy by far.
54* ArtifactAlias: Once his identity is exposed, Prometheus has little if any use for the name "Adrian Chase", but everyone keeps calling him that, similar to Hunter Zolomon being incorrectly called "Jay Garrick" (at least until the ''real'' Jay is unmasked). Even people he has no reason to hide his identity from know him as "Adrian Chase". An inattentive viewer may not even realise that it isn't his real name.
55* AvengingTheVillain: His father, Justin Claybourne, was a corrupt and cold-hearted man who cheerfully exploited the suffering of others to line his own pockets before being killed by the Hood. This doesn't stop Prometheus from seeking to avenge him (indeed, Claybourne's crimes don't seem to enter his son's thinking at all). His campaign against Oliver also indirectly helps his mentor, Talia, avenge her father, the noble but villainous Ra's. However, he learns that his father was going to disown him because he was ashamed of him, a fact that affects Chase in a certain way, but not enough to cease his crusade against Oliver.
56* AxCrazy: It's clear Prometheus is not a stable man, especially since he has a deranged obsession with the Hood right down to recreating his murder scenes to a T. This is later brought up in detail in "Honor Thy Fathers", where Prometheus learns from Oliver that his father, Justin Claybourne, was planning on disowning him due to him being mentally ill. It reaches its apex in "Lian Yu"; Simon intends to die and take everyone on Lian Yu, allies and enemies alike, with him, all just to settle his insane grudge against Oliver.
57* BadassInANiceSuit: In his civilian identity, he is usually seen wearing a suit.
58* BadassNormal: The first ''Series/{{Arrow}}'' BigBad since Merlyn to have no out of the ordinary powers whatsoever. Yet he's able to go toe-to-toe with Oliver, who by this stage is a contender for WorldsBestWarrior. Prometheus is even able to cow the metahuman Black Siren into working for him.
59* BadBoss: Prometheus has no problem with manhandling any minions that talk back to him or question his orders and, as shown in the season finale, he's also perfectly willing to blow Lian Yu up with the entirety of his forces still on the island so long as it wipes out almost everyone Oliver cares about.
60* TheBadGuysAreCops: More law enforcement than a cop specifically, but he served as the district attourney for the majority of the season when he's the BigBad.
61* BastardBastard: He's the illegitimate child of Justin Claybourne, a corrupt drugs exec who engineered a strain of tuberculosis as a bioweapon then inflated the cure at outrageous costs. Considering that Prometheus is killing innocent people left and right all to settle a grudge against Oliver, the apple didn't fall far from the tree.
62* BatmanGambit: He tells Oliver he's always ten steps ahead. He's not kidding. Prometheus has predicted and planned for Oliver's every move from the get-go, playing him like a chess piece straight into each of his traps.
63* BecomingTheMask: He claims that Oliver helped him discover who he really was, which is the SerialKiller known as Prometheus.
64* BigBad: Of Season Five, particularly after he kills Tobias Church in the fifth episode and ramps up ''his'' plans to take on Green Arrow. Turns out he is actually in a BigBadDuumvirate with Talia Al Ghul, though between the two of them, Prometheus is still TheHeavy.
65* BigBadEnsemble: In Season Five with Tobias Church, who wants to conquer the city, while Prometheus wants to destroy Green Arrow. After Prometheus kills Church, Vigilante becomes the other half of the BigBadEnsemble, as he targets anyone whom he considers guilty, which eventually puts him at odds with Prometheus once he targets Oliver for his supposed corruption as Mayor.
66* BigBadFriend: His civilian identity is district attorney Adrian Chase, and he maneuvered himself into becoming a good friend of Oliver Queen, when all along he was the one causing trouble throughout the city.
67* BondVillainStupidity: {{Subverted}}. While he wastes a lot of chances to kill Oliver in favour of tormenting him, the point is that he doesn't actually ''want'' to kill Oliver. 68* BreakoutVillain: He proved so popular that despite being KilledOffForReal at the end of Season 5, the writers have repeatedly found ways to bring him back post-mortem. In ''Series/CrisisOnEarthX'' he had a (sort of) alternate universe counterpart of himself show up among the Nazi rank. Later Earth-1 Chase himself appeared as a Vertigo hallucination during Season 6 of ''Arrow'' to continue haunting Oliver. He also had a proper alternate universe counterpart (from Earth-2) appearing in Season 8, where he was that universe's version of Green Arrow.
69* BreakTheBadass: "Kapiushon" has Prometheus trying this on Oliver, and succeeding for a time. He later gets a taste of this himself in "Honor Thy Fathers" upon learning his father was planning on disowning him due to him being insane.

104* DisproportionateRetribution: Oliver killed his corrupt father who he never personally knew. So Prometheus devotes his entire life to ruining Oliver's in every possible way. His dedication is so impressive that even when his primary motivation is undermined (his father never loved him and was going to disown him) he still sticks to his goals of making Oliver hit rock bottom.
105* TheDogWasTheMastermind: Prior to TheReveal two thirds of the way through the season, Adrian Chase is actually a fairly minor character (despite Creator/JoshSegarra receiving main cast billing) throughout the season; as the district attorney he is occasionally seen around Oliver's mayoral duties, but is presented as a minor recurring character with no obvious connection to Oliver's vigilante life or history or any of the other characters or plots that occur throughout the season (with the occasional exception, such as when helping Diggle deal with Walker or dealing with the active shooter at city hall).

Prometheus might just be ''Arrow'''s darkest villain yet.

He's able to use all this information to stage Laurel's return to life, when it was actually her evil Earth-2 counterpart. It's only when his identity as Adrian Chase is revealed that people do realize how truly manipulative he is -- he's infiltrated every part of Oliver's life and played everyone like puppets on strings.

220* ScarilyCompetentTracker: One of many reasons that Prometheus is such a dangerous person is, with enough time, he can find out dirt on anyone and everyone he puts his resources into. When Oliver confronts Talia Al-Ghul about training him she admits that Prometheus had already figured out a great deal about Oliver before she even told him about Oliver and trained him. Prometheus is also able to find William's location when even Oliver and Felicity couldn't find him.
221* SelfDisposingVillain: After Oliver refuses to kill him for the last time, Prometheus simply blows his own brains out.
222* SerialKiller: He's killed a number of people all for the reason of getting to Oliver.
223* SlasherSmile: The cloth of his mask is shaped into a rather wide grin.
224* SlidingScaleOfVillainThreat: He is the first villain to actually subvert this. While he has the edge over Oliver psychologically and strategically, physically he is probably the least threatening BigBad thus far on the show. The only villains he could possibly beat are Malcolm Merlyn and Mirakuru-less!Slade. Against Ra's al Ghul, Damien Darhk, and Mirakuru!Slade, he would almost assuredly lose. That being said, he is still skilled enough to keep up with Oliver and give him a close fight, which is no small feat.
225* SmugSmiler: After his identity is exposed, a great deal of Prometheus's EvilGloating is accompanied by a smug grin and even smugger tone of voice. And unfortunately Prometheus can live up to those boasts.
226* SmugSnake: Boasts that he's ten steps ahead of Arrow... This just shows how arrogant he is, and he thinks he will win. When he loses, he acts like a sore loser.
227* TheSociopath: He couldn't care less about all the lives caught in the crossfire of his war with Green Arrow, whether they're innocent civilians or [[BadBoss his own loyalists]]. He even murders his own wife, perhaps the only other person besides his mother that he genuinely cares about, when she tries to convince him to stop. The Season Five finale takes this even further; Prometheus uses his own death as just one more way to make Oliver suffer by using a DeadMansSwitch to seemingly kill nearly all of the people Oliver loves. He also shows himself, throughout the season, to be a vicious, sadistic, self-important murderer without a shred of empathy or remorse, and who refuses to take responsibility for his own crimes. He even seems to consider himself better than Oliver, despite being guilty of pretty much every crime Oliver's ever committed and more.
228* SoreLoser: In the Season Five finale, he's lost in every way that matters -- he failed to get Oliver to kill him, and has to watch as Oliver is a better father to his own son than Adrian's own father was to him. So his last action is to kill himself, setting off the deadman switch that activates all the bombs on Lian Yu in a slightly failed attempt to kill Oliver's loved ones and his own team, just as one final finger to his worst enemy.
229* SpitefulSuicide: In the Season Five finale, Chase holds Oliver’s son hostage, while he himself is tied to a DeadMansSwitch that is rigged to cause the island (which Oliver’s friends are on) to blow up if he dies. He forces Oliver to make a SadisticChoice, save his son by killing Chase which will cause his friends to die, or let Chase kill his son and save his friends. Oliver tries to TakeAThirdOption and knock Chase aside. Chase does not accept this and proceeds to shoot himself in the head to set off the explosions to spite Oliver one final time
230* StalkerWithoutACrush: He's obsessed with the Hood/Green Arrow. His victims are chosen because they are anagrams from the List and his throwing stars are Oliver's old arrow heads stolen from SCPD evidence. In "Who Are You" we find out that this applies to '''every hero in the Arrowverse'''. Not only did he break into Team Flash's Pipeline to free Black Siren, but he also knows that Sara was resurrected by Laurel and is traveling in time with the Legends. How he knows all this has yet to be explained, but it makes his character even more terrifying. As he tells Oliver after torturing him, "I know him better than he knows himself."
231* StealthHiBye: Can do these much like Oliver can, though Prometheus is usually accompanied by flickering lights.
232* StrikeMeDownWithAllOfYourHatred: In "Lian Yu", his plan was to force Oliver to kill him to establish once and for all that Oliver is the savage killer that Chase considers him to be. His other motive for this was to set off a DeadMansSwitch that would trigger explosives all over Lian Yu to raze the island and kill everyone on it. When Oliver refuses to kill him, however, Chase just blows his own brains out to achieve the same result.
233* StrongAsTheyNeedToBe: He whipped an entire squad of armed policemen in "Human Target", yet Artemis was able to get a good shot in the subsequent episode, which may have been because he let her because she was his ally. Still played straight on other occasions though, like when Curtis was actually able to give him a fight.
234* SuperheroMovieVillainsDie: Given the intensity of his hatred with Oliver, it was clear that their war would never end until one of them had died. Other than Ra's al-Ghul, he's the first ''Arrow'' BigBad who dies in his debut season with a death that sticks, as Merlyn [[IThoughtYouWereDead faked his death]] while Darhk [[BackFromTheDead was revived]].
235* SuspiciouslySimilarSubstitute: Prometheus seems to take a few cues from Sebastian Blood. Both of them are villains who utilize an alternate identity to gather a team of followers to move against Oliver, both have their voices heavily modulated, both utilize decoys, and their public personas had a working relationship with Oliver. Both Blood and Chase were even TheDragon for figures more powerful than them. However, while Blood didn't have any personal vendetta against Oliver until he started working against the Blood Cult, was somewhat of a NonActionBigBad and was a WellIntentionedExtremist to boot, Prometheus actively tries to represent Oliver's past sins, and can go toe-to-toe with Oliver. Also, while Blood died with a clean conscience knowing he'd helped in the efforts against Slade, Chase died thinking that he'd taken everything from Oliver.

He opts for the latter in the end, shooting himself in front of Oliver, who is helpless to prevent the island's destruction.

Additionally, Felicity helped to free Cayden James in her effort to defeat Prometheus, which [[EvilIsNotAtoy ultimately led to James himself becoming a major problem]].

261** For the majority of the season he masqueraded as the Star City district attorney, and helped imprison many criminals. After the heroes become wise to his true nature, he's able to [[DevilInPlainSight walk around in broad daylight]] [[EvilGloating for them to see]] knowing they had no chance of convicting him of being guilty. When they go to a lot of trouble to finally expose him to the public, he knew fully well that would mean every case he passed would be considered invalid and every criminal he locked behind bars would be let out.
262** He gives one to Oliver in the Season Five finale. Prometheus rigs Lian Yu with explosives that will blow as soon as his life readings stop, while all of Oliver's friends are still on the island. He then holds Oliver's son, William, hostage and will kill him if Oliver didn't stop him. Thus, Oliver has to decide between letting his son die, or killing Adrian and causing the island to explode. Oliver tries to TakeAThirdOption and disarms Adrian while freeing his son, but Adrian doesn't allow this and [[SelfDisposingVillain shoots himself in the head]] to spite Oliver one last time. It backfires spectacularly because by a sheer miracle everyone on Oliver's side save Samantha survived, while everyone on Prometheus' side save Black Siren [[spoiler: and Talia]] died.
