It's both a misuse of Expy and a violation o f ROCEJ. Delete it.
And Expy is not simply a character who's inspired by or loosely-based on another one. It's a deliberate, unambigous copy, which also has the same role in the story as the original. Since Donald Trump had no "role" that criteria alone would disqualify it as not an Expy

If anything Biff would be a imitation or Expy of Tom Wilson's own problems with bullying. Trump was some twenty years from President and even someone like Reagan or Nixon would not apply.
As said an Expy would be were you to transplant Wolverine into a game, ala Dead Island: Riptide, seriously John Morgan is an obvious copy down to the Wolverine Claws. Rubi Malone in WET would be another good one in that it takes after her actress or maybe another character. In contrast saying Liara and Leliana are based off each other might be a stretch. Kind of similar but likely would not count.

On the 9th of August, 2016, Tropers.Mad Cat 221 added this to the Film.Back To The Futureexample under Schoolyard Bully All Grown Up:
"1985-A, where he's become a Donald Trump expy who went so far as to murder George to claim Lorraine as a trophy wife."
Would this qualify as a misuse of Expy? Nothing has been confirmed about 1985a Biff Tannan being an expy of Donald Trump.
