I've heard somewhere that a Cosmic Horror Story is like a mixture of Urban Fantasy, Sci-Fi, and Horror.

I don't perfer a Cosmic Horror. Personally, I think something on a smaller scale would be better.
Urban Fantasy Cyberpunk perhaps? Think of pink gothic faries with piercing who curse the Muggles at nightclubs.

Can it take place in the afterlife? As in, all of the characters live in an alternate version of the earth where everyone is dead, but are also free to roam about the rest of the universe?

If we're going to have a villain protagonist, I'd prefer him to be somewhat sympathetic. That, or have a hero waiting in the wings. Perhaps we could have different factions who the story centers around?
