Hyped for Hyperdimension Neptunia V 2Better add "The Power of Friendship" and "The Power of Trust", too. What good is either Love or Friendship if you can't Trust your beloved/friend? Look at Makie: she's certainly not lacking in the love department, if her antics during the "Negi Wars" chapter(s) are any indicator; but it takes her (re)affirming her trust in her teacher for her to get herself to lay her hand on his - and, of course, get stunned (along with the others) as he starts getting better right after that. Perhaps Makie really has been born lucky (or was that another girl?).

So Negi would have a self-replicating pervert army until the original Haruna's artifact hit its limit. It couldn't possibly end well.
Reaction Image Repository^^^^ The threat level also seems to take into account possible "allies" who may take offense to any attempt to apprehend the "subject"; take Keiichi Morisato and Keitarou Urashima for instance, who on their own logically should pose "low-level" threat, but considering their respective Unwanted Harems' (potential) tendency to firmly oppose any foreign interference in their Love Dodecahedron's internal status quo...
I would also hazard a guess at why Negi's threat level is labelled "variable": They're not quite sure who may or may not side with him, who may or may not beat them up just for the hell of it, and they also have to consider his own future potential.

(Side note: isn't "whom" an ugly word? It's not aesthetically pleasing, you wouldn't want to take it home and feed it, and it's counterpart "wham" hasn't been used in several centuries. Why do we still have "whom"?)
