She'd be a Puzzle Boss. Much like the popular Mafia/Werewolf game, you have to travel through a school full of students that could potentially be the boss herself. When you find her, you have to fight her until her guard is up again. Rinse and repeat three times, with a twist the second and third ties.

Looks like someone who would be a Breather Boss, pull a Heads I Win, Tails You Lose, then come back at the end of the game as a Final-Exam Boss who Took a Level in Badass.
In other words, I'd be throwing the controller and dropping a Cluster F-Bomb on my first few attempts. Correction, first few dozen attempts.

Seems like a pushover (it's just a plushie, what can that thing do?) until you hit it enough and it turns into the REAL Foxy... which instantly is more of a challenge

The Warm-Up Boss of a Bullet Hell shooter, only fires three to four laser beams.
Zero-Effort Boss, too much of a joke character to be a real threat.

Final Boss, maybe even the last phase of the final boss. Or maybe a Bonus Boss.
I haven't played the particular game that Tango is from, but still... robo kitty. :D
The first phase of a Bait-and-Switch Boss, the true Final Boss being The Man Behind the Man.
Seemingly the final boss, though there's a few hints at a second phase, if you collect all the shiny things the tutorial griped about. Whoops.
