Hmm Negima depends on how you define Harem... if its just possible love interests he is at 40+. Ones who have explistly expressed interest would be almost 20. Not counting the Schoolgirl Lesbians Konoka and Setsuna (which both have expressed interest in Negi) Kotaro's small harem of Natsumi, Madoka, Chizuru, Mei.
Age Negi up though and he would have them in the thousands.

Sure it's average-sized for the majority of the series (around half a dozen people), but the ending has countless harem members from all over the world. (Well. Eurasia, anyway)
EDIT: I don't think 3-5 of those are reasonable. Namely Mana, Fate & Tsukuyomi - I see nothing there; it's all in your shipping goggles. The same may apply for Misa & Sakurako, but I don't remember them well enough.

What? Its the most blatant Foe Yay since Nanoha... The massive amount of parallels there too and Ken Akamatsu gave us Sextum its clearly the Ho Yay option since Kotaro has his own harem now. Tsukuyomi flat out thinks its this too.
And Tsukuyomi I mean Just look.
Mana it might be Shipping Goggles but the way she has treated him over the series there is something there.
Misa & Sakurako it was pretty much text during the Ako's time travel chapter but they outright stated they thought he was Hot... And Misa is the one who came up with the Reverse Hikaru Genji Plan.

Also Negi and Fate Foe Yay seems more like some twisted interest in friendship rather than romance. Tsukuyomi is as the others has said, but she's more interested in Setsuna anyways. Kaede, nah, I don't see it. She's mostly a bis sis type. * I don't remember any significant moments between Mana and Negi, you'll have to bring evidence for them. Ako's a complex case as you said, but I believe she fits. Akira...yeah I can see that. Finally with Misa and Sakurako there's a difference between a crush do to "He's so hot" and actual love, though I hardly remember those two so I could be missing out on a couple details.
So as far as Negi's harem goes the only notable members are Asuna *, Ku Fei, Chamaru, Anya, Nodoka, Yue, Chisame, Ako, Makie, Akira, Eva, Ayaka, and Luna, making 13 haremettes.

Biggest harem? To be sure, that's a fairly good measure of how unlikely the harem is but I also like to measure harems by:
- How much indifference the main character treats their harem with.
- How unlikable the main character actually is / how bland they are.
- How many different character types are jammed into the harem.
- How much effort harem members put into trying to "win".
Harems are awarded bonus points for the amount of characters that can be classified as Tsundere, and their score increases exponentially for additional harems the members might have.
Lampshade hanging done right elevates a harem work above surrounding works as do unique subversions and actual romance.
Maybe I'm just bitter seeing how central harems seem to be to most anime. I should really stop watching Dragon Crisis and Kore Wa Zombie Desu Ka before they make me too cynical about the whole thing.

I call forth Unlimited Stories!Looking at the number of characters who show up when the rumor Negi is looking for a wife chapter I would say there is more than that [1] Also Misa is the one who came up with the reverse Hikaru Genji Plan so she is interested when he grows up (which shows in the Ako chapters.)

And? just cause they didn't get Character Focus doesn't mean they don't count. Hell think about Iincho and Anya... also I was just counting they held interest over the whole series because that would be unfair to those series which had early losers. (Asakura was only there for the story though). Need to find Chamo's love chart.
Liking that rating system maybe we should make a points system to it?

Since the discussion already jumped two threads...
Depending on how you count the leaders seems to be Negi or Touma of Index-fame (but that depends solely on if you count the 9000+ sisters as a single individual or multiple ones) Someone also mentioned Hayate.
For women, Shuurei of Saiunkoku Monogatari seemed to have a... Rather expansive harem (or at least pseudo-harem) sine just about everyone seemed to moon over here, and considering the Loads And Loads Of Characters...
