Everyone who was banned was in fact a mod sockpuppet. We have in fact achieved the first ban-less internet society but if you let anybody know that , the trolls come flooding in. We are however incredibly un-coordinated on these matters and aren't always aware of what the others are doing. If you are wondering "My god, why hasn't that person been banned yet?", the person writing for that person is probably thinking the same thing while all the other admins are stuck frozen thinking "Wait, is that for real?"
