The final boss is approaching!
Utsuho, also affectionately known as Okuu, is the ultimate in cool and badass when it comes to Touhou. With the power over nuclear fusion, an arm cannon, a dimensional cape, danmake covering major portions of the screen, an awe-inspiring boss fight gimmick and a theme that inspires furious heavy metal remixes to rival the devil's little sister, she is quite possibly the most final-boss-like of all final bosses to ever grace the series, and her coolness is many a fan's lure into the fandom.
As a character almost entirely composed of style, it could be said that she is lacking in substance. Anyone who's known the raven girl for a few years, or maybe just a passing minute or two, will be able to tell you that she's a simple mind with simple needs. On the other hand, her backstory is far from being run-of-the-mill.
She used to be only a simple hell-raven – a particularly strong one, but still just a hell raven. She was one of the many pets under the care of Satori Komeiji. That hasn't changed, but one day, shortly before the events of Subterranean Animism, a mysterious goddess appeared to her and offered her the corpse of the Yatagarasu, a sun god... Swallowing this body would bestow upon her the power over nuclear fusion. It was a plot by the goddess Kanako to gain an easily controllable pawn who would supply her with electricity, so that she may bring a technological revolution to Gensokyo and be hallowed as the greatest goddess of them all. Yet, the simple-minded raven turned out to be much harder to control than expected... Instead of following orders, the hell raven had to deal with new, unnaturally tremendous power coursing through her body for her to command. So much power, she could easily lay a whole land to waste. Sure enough, it went over her head. If she could burn the world above, then it would be the new hell, and the people bound underground could live there, right? Of course!
Naturally, she was defeated, and while that was not enough to bring her to her senses, being scolded by her mistress would do the trick. She is, after all, just a simple girl with simple needs.

Definitely one of my top ten favorite Touhou characters and my friend Gurrengelion's favorite. Also a TOTAL BADASS WITH A BADASS THEME!
Her powers are definitely one of the STRONGEST strongest residents of Gensokyou. But her intelligence seems to limit her abilities which mostly seems to be: More Dakka!!! THROW A MINI SUN!!!, NUCLEAR FUSION!, GIANT BULLETS!!!, ROCKET DIVE!!!(note; I'm basically just kind of summarizing Gurrengellion's strategy when fighting in Hisoutensoku).
Hmmm, in terms of her voice I believe her voice in the Touhou M-1 is the most fitting.
On the topic of M-1, she seems to be a Covert Pervert according to her skit with Satori(haven't seen the others yet).

I agree with this, M-1 voice actors are quite good.
On the subject of Okuu, there's a lot to say. She's probably one of my favorite character designs. It's probably the mixture of explosions plus arm-cannon. The fact that she fully comprehends nuclear physics & little else probably is an interesting fact to note.

Utsuho reminds me of a nuclear physicist who's a master in her field, but is absolutely, well, birdbrained when it comes to everything else. Sounds quite like some people I know. Heck, I can be like that sometimes, albeit with a field other than nuclear physics.
Well, other than the whole "let's torch everything above ground!" thing. But still.
Still one of my favorite characters. After all, she's a hell raven with the Power of the Sun and control over nuclear fusion, with a giant arm-cannon and electrons orbiting her feet, and fires giant sun/nuke bullets, has an awesome theme, causes sirens to sound when she uses spellcards, and beyond all that she's still just a lovable idiot who loves her satori masters and her kasha friend (though I'm not going to be the one doing the shipping, mind you) and is just trying her best.
Also, I like how she went above and beyond the usual "giga" prefix and went all the way up to a Peta Flare. Take that, Bahamut!

She only wanted to torch everything because she suddenly got stronger. How else would she know where she is on the new pecking order without declaring war on the world? A perfectly reasonable reaction.
I still wonder if she was seriously going to set out and burn the world or if that just falls into the same category of pre-match blustering as Yuuka's death threats.
Perfectly reasonable. It's exactly what I'd do in that situation.
She was. Or at least Orin thought she was serious, and she'd been talking about it for a while. That's why Orin sent the evil spirits up to the surface, to get people to come down and stop her.
So she was about as serious as Yuyuko was about gathering the spring.

I think she did actually want to torch the above-grounds, but being who she is, she had no idea how to exactly go about it, or if she did, how to do it.
Kinda reminds me of Ika Musume.
...And now I'm imagining a Touhou x Ika Musume crossover with Utsuho as the "invader" seeking revenge for mankind's misuse of nuclear energy... uh, maybe I should stop now. >_>
It's not like it's a long-term goal or dream of hers either. It's just something she decided to do, and when she realized that she couldn't she just dropped it without much thought.

Personally, Utsuho became a favorite of mine fairly recently. Not sure what happened really, I just woke up one morning and her boss theme was stuck in my head from that point to about a couple of weeks later. It became one of my favorite tunes after that (I even played the instrumental version by IOSYS during the "final countdown" for the It Just Bugs Me! forums termination).
About the girl herself, don't really know much about her... Canon seems to have her as "dumb animal that happens to be really powerful" and fanon's usually all over the place, but generally depicts her as the same but nearly slavishly devoted to Satori and anyone else that she thinks are powerful.
Aside from her music themes, her design just seems to really appeal to me. From her starry cape, to the Mega Buster, to the eye on her chest, everything just kind of screams "final boss" and I find it amusing that she's really more of a dragon than "mastermind".
If I had any questions about her, I think one would be whether or not her extra eye is directly grafted onto her body or if it's just part of her clothes... I assume it's the former though. *

She really does have the "final boss" look in spades, and that's not something you can say of most Touhou final bosses.
Utsuho's another example of "these guys aren't actually human you know". She's a bird who's kept as a pet by Satori. Despite having a humanoid form, being able to talk, and the ability to throw suns at people, fundamentally she's just Satori's pet bird. As general rule, pets will think of themselves as part of their owner's family, and usually as the children (although sometimes that can reverse if they're badly trained). So Utsuho loves Satori like a small child loves their mother. Satori is the one who knows best, the one who provides food and comfort, but also the one who Utusho would want to avoid when she's ashamed of herself. By extension, Rin would be sister-like, although I think "best friend" is probably an easier way to say it.
In general, one of Utsuho's themes seems to be "growth". I don't think most youkai grow. Other than a few specific variations like Kitsune who get more tails and power with age, youkai tend to remain as they are. Unlike humans who are expected to become more knowledgeable and more skilled with age until they decline from the limits of their body, youkai who don't age at all just don't age. They have no expectations that tomorrow will be different from yesterday in any meaningful way. While certainly events happen, and you might meet new people, self-improvement or long-term goals aren't really a thing. Youkai just are.
However, Utsuho was made into an exception. After being a standard hell raven for however long, suddenly she became someone else. She became a strong person, with seemingly unlimited powers. Frankly, that's a very weird situation to suddenly find yourself in. Unlike humans who are used to changing over time, Utsuho has no experience in being better than before. This, combined by the huge nature of the jump, caused her to suddenly rethink her place in the world. "I don't have to be the old boring Utsuho, I can be whatever I want!" Until the players beat her up and she realizes that she's still too weak to accomplish anything. So she forgets about the whole thing and goes back to thinking of herself as powerless.
