Given all the Shugods are benevolent God Kuwagata ZERO is either an Evil Knockoff of God Kuwagata or possibly an prototype version of its body animated by some other means than its soul and consciousness. This is why God Scorpion instantly attacked it on sight.

The other ZERO Shugods all share a color scheme with God Kabuto, God Scorpion, and God Hopper, being primarily black and gold with a different color to make them stand out. That's implying the three Shugods mentioned are also prototypes and will gain new bodies later, and if that is the case then the actual Legend King-Ohger might have made use of the ZERO Shugods not the normal ones which everyone knows about.

The Bognaarok, at least early on in the show, are able to stay ahead of the King-Ohgers, stealing God Scorpion's Soul from Gokkan after a spy had informed them. Other pieces of evidence include Boshimar being the one to summon young Racules somewhere while he was with Gira, as well as the fact that Boshimar and Kamejim share a Character Tic.

Third, one could argue that Racules' actions are simply him indulging his brother's Demon King persona all while knowing he's the Chosen One? And fourth, what if his actions to make himself popular in Shugoddam are to ensure he's remembered as a martyr when the Bognaarok inevitably come for him, with Gira ultimately being left in charge of the throne?

- When the King-Ohgers arrive on Earth after Dagded sends them there, all of them save Gira are unable to transform due to their Shugods being too far away to help them. Gira, on the other hand has no such problem, likely because God Kuwagata's Soul is within him. The fact that Kuwagon's Soul also helps empower Prince's Gaburicalibur to help him transform into King Kyoryu Red simply reinforces this notion.

And when Gira confronted him about him being kind in the past, he genuinely looked like he remembered but had that face of "I just can't go back to being like that anymore...". And of course, there's his reactions to Shidejim using Vedalia's knowledge as a bargaining chip, or his reaction to Kamejim being revealed to have impersonated Boshimar alongside the implication that Kamejim killed Boshimar in the flesh long ago. And his actor didn't receive his flowers yet, so he is bound to appear again, and there's a good chance he'll either appear as a third faction's member or will come back on the side of the heroes.
