Rescue Force

    Hikaru Todoroki / R 1 

Portrayed by: Kenta Izuka

The fiery, passionate rookie member of the Rescue Force and their emergency vehicle specialist.
  • Blue Is Heroic: His suit is blue and he's The Hero.
  • Determinator: Call him stupid and reckless if you want, but absolutely nothing will stop him from saving a life in danger. And more often than not, when the entire team gets into this state, he is often the one who instigates it to start with.
  • Hot-Blooded: In spades.
  • Idiot Hero: His teammates and the rest of the UFDA staff don't even bother trying to hide that they see his tendency to rush headlong into trouble as active stupidity. Hikaru, however, couldn't care less.
  • Leeroy Jenkins: A common point of contention his teammates had at the start of the series is Hikaru always rushes into danger with reckless abandonment, often to their annoyance and the detriment of their efforts. While this has dialed down significantly over time, Hikaru is often the first into action when someone's life is at risk.
  • Rookie Red Ranger: Starts off the Rescue Force's newest recruit.
  • Workaholic: To the point that he refuses to go on a day off until Ishiguro quite literally orders him to do so (though he did throw in a promise of seeing hot women there as an extra incentive).

Portrayed by: Seigo Nobuchi

The laidback field leader of the Rescue Force. Later becomes the pilot of the Rescue Saver.
  • The Lancer: The cooler foil to Hikaru's hot-bloodedness.
    Rei Kozuki / R 3 

Portrayed by: Haruno

The cool, dutiful martial arts specialist of the Rescue Force.
  • The Big Girl: Physically she's the toughest member of the team, and their most skilled combatant.
  • Tomboy with a Girly Streak: Tough as nails and exceptionally skilled at martial arts, but also likes shopping for dresses.

Portrayed by: Emi Hasegawa

The kind-hearted medical expert of the Rescue Force.
  • Companion Cube: Treats her medical training dummy like a person and often speaks to it.
  • The Heart: The most warm and compassionate member of the team, befitting her duty as a medic.
  • The Medic: She's the team's medical specialist.
    Eiji Ishiguro / R 5 

Portrayed by: Hiroaki Iwanaga

The Captain of the Rescue Force. Occasionally joins the fray as R5.
  • Genre Throwback: His whole aura as R5 is one to classic Toku heroes, complete with In the Name of the Moon proclamations and hamminess.
  • Mission Control: The one who mans the command center, and the one who gives the Rescue Force the go-ahead each episode to perform a Final Rescue.
  • Not So Above It All: Grows to be just as hilarious as his subordinates as the series goes on, if not occasionally exceeding them in said category.
  • Sixth Ranger: He's this whenever he joins the rest of the team as R5.
  • Supporting Leader: He's the leader of the team, but usually stays within the base to direct the team, while it's Hikaru who's The Hero.
    Supreme Commander 

Portrayed by: Yu Hayami

Real name Natsuno Nanbu. A high-ranking member of the United Fire Defense Agency and the Rescue Force's superior.

Neo Terror

    Three Great Executives 

Portrayed by: Yasuda Dai-Circusnote 

The main field agents of Neo Terror and the ones responsible for carrying out their plans to cause a "Super Disaster" each episode.
  • Beauty, Brains, and Brawn: Maru is the beauty (and the leader), San is the brains and Sica is the brawn.
  • Color-Coded Characters: Colored gold, silver and bronze respectively.
  • The Heavy: They're the ones who usually carry out Neo Terror's evil plan each episode.
  • Laughably Evil: They're the source of much of the show's comic relief.
  • Team Mom: Maru often acts like a mother figure to San and Sica, comforting them when their schemes go awry.
  • Terrible Trio: They're a team of three sinister yet comedic and bumbling evil-doers.
    Daen 

Portrayed by: Keiichi Wada

The mysterious, golden helmet-clad leader of Neo Terror.
  • Cool Helmet: Wears a large, imposing golden helmet to conceal his true identity.
  • Cynicism Catalyst: Witnessing a man-made disaster caused by military research was what finally sent him over the edge.
  • Didn't See That Coming: Hikaru becoming R1 Max where he failed was something he did not expect. This precise factor also sparked the end of his final plan and his return to the side of good.
  • Disc-One Final Boss: Technically pulls this off twice. He is defeated in episode 25, but after he's killed an AI backup of him appears and serves as the villain of the next two episodes, before being destroyed and leaving Maen to pick up where he left off.
  • Fallen Hero: He was the original R1, Obuchi, until his distaste for humanity's continued destruction of the environment led him to be possessed by Batsu and found Neo Terror.
  • More than Mind Control: He admits that being possessed only amplified the preexisting hatred he held for humanity in his heart.
  • Offscreen Villain Dark Matter: One has to wonder where he got the resources to build a giant floating fortress, a robot army and a cache of Doomsday Devices.
  • Redemption Equals Death: With his air fortress equipped with Terra Resetters and on the verge of exploding, triggering a shockwave powerful enough to wipe out humanity, Obuchi stays behind while the Rescue Force flees to steer the fortress away from the Earth and into space where the Terra Resetters can be detonated safely.
  • Reset The World: His goal is to perform this, as he believes that humanity has done too much damage to the environment and therefore the world needs to be "reset". The purpose of his Terra Resetters is to destroy areas touched by human civilization and wipe the slate clean.
  • Robot Master: He built the Three Great Executives and designed all of the other robots used by Neo Terror, not to mention the Crisis Makers and Terra Resetters they use.
  • Vile Villain, Laughable Lackey: Daen is almost always played seriously, in contrast to the comedic Terrible Trio he has working for him.
    Maen 

Portrayed by: Chiwa Sato (voice)

Daen's "daughter", who succeeds him as leader of Neo Terror.
    Batsu (spoilers) 

Portrayed by: Seiko Sakai (voice)

The true leader of Neo Terror, an ancient supercomputer which first possessed Daen and later created Maen to carry on its work.
  • Been There, Shaped History: Took the form of various prophets and supernatural figures throughout history in attempts to steer humanity onto its preferred path.
  • Big Bad: It's the one pulling the strings behind Neo Terror and using them to carry out its goal of eradicating humankind.
  • Demonic Possession: Possessed Obuchi to turn him into Daen.
  • Evil Sounds Deep: Speaks with a deep and very monotone voice.
  • Knight Templar: Firmly believes humanity will destroy planet Earth unless they're exterminated and is willing to undertake any means, including doing damage to the planet itself, in order to wipe the slate clean.
  • The Man Behind the Man: Used both Daen and Maen as figureheads to lead Neo Terror.
  • This Cannot Be!: Remarks this when Hikaru defies his calculations and attacks with Rescue Striker a second time.
  • Underestimating Badassery: The only thing that Batsu did not predict was the sheer undogged resolve of Rescue Force (and R1 in particular) when it comes to saving lives.
  • You Have Outlived Your Usefulness: Once he has enough energy to emerge in his true form, Batsu tells the Three Executives and his remaining Mooks that he has no more use for them before leaving them for dead.
    Axts 
The footsoldiers of Neo Terror.
  • Cannon Fodder: Their main purpose is mostly just to stall the Rescue Force while the Three Executives carry out whatever the Evil Plan is.
  • Costume Evolution: Daen's Axts have red markings, while Maen's have ribbons.
  • Mecha-Mooks: They're robots, just like everyone else in Neo Terror.
