Protagonists:

     Snake
An amnesiac found in the Serena Republic three years ago by a band of mercenaries, with no recollection of his past save answering to the name of the legendary soldier. After embezzling 15 million dollars from Serena's General Escobar and being framed for the death of Secretary of State Perez, Snake and his newfound friends try to smuggle themselves into America, but are arrested by Dalton. Dalton arranges a plea bargain with Snake: assist him in recovering incriminating data from the military company SaintLogic, and he and the gang can avoid being extradited back to Serena's judicial system. Snake's mission, of course, gets much more complicated than that as SaintLogic's new Metal Gear and its creator go rogue.

This particular Snake is actually a SaintLogic-made clone of the real deal, using bits of Solid's genetic material recovered alongside Metal Gear KODOQUE following Ac!d 1.

     Venus
General Wiseman's agent within SaintLogic, sporting shoulder-holstered shuriken, a chest designed by Team Ninja, and even fewer reservations about killing than Snake. As the two begin working together, Venus reveals that Wiseman promised her assistance with recovering her own memory, much like Snake's been searching.

Of course, being a Model 3 just like Snake, she doesn't have far to look. Unlike Snake, though, she's been aware of this the whole time and collaborating with Wiseman on orders.

  • Blood Knight: Really enjoys killing people, plus when she has to fight and kill Snake, she fights below her potential (or, based on the nature of the game, use the same card deck as Snake) just so her fight against Snake would be a "fair battle", considering how she would have most likely defeated Snake had she utilized her full potential, and when she is starting to lose to Snake, she even states that she likes Snake specifically because he was tough for her to beat.
  • Born Lucky: Even going so far as to show off by throwing 20 coins at once that all land on heads.
  • Brainwashed and Crazy: It is heavily implied that one of the reasons why she serves Wiseman is because he robbed her of her free will. This noticeably disgusted Dalton enough to actually attempt to punch Wiseman.
  • Combat Pragmatist: She's more than willing to kill if she thinks it will accomplish her objective more quickly. That being said, she averts this during her fight against Snake, deliberately fighting below her potential because she wanted to test Snake's abilities.
  • Cutscene Power to the Max: No card exists for her shuriken.
  • The Mole: Her true mission was to recover the Lucinda File from SaintLogic for Wiseman and eliminate Snake.
  • Sugar-and-Ice Personality: Specifically towards Dr. Takimiya. Venus spends much of the story mocking Takimiya's skittishness, but, at the end of the game, she helps Takimiya escape SaintLogic and assuages the doctor's fears about Snake's fate.

Allies:

     Dalton
An ex-FBI agent who convinces Snake to make an extraction run on SaintLogic in exchange for his mercenary team's freedom. Originally ousted from the FBI due to his obsession with SaintLogic's purchases of third-world children for their Super-Soldier experiments, he seeks to expose their records to the world and bring their corruption to light.

Dalton's investigation quickly gets sidetracked, however, when SaintLogic goes into lockdown to recover their Metal Gear and his authority is superseded by General Wiseman.

  • Fan Disservice: Did we really have to see this man pantsless on the toilet?
  • Mission Control: He starts out the game giving Snake objectives during his infiltration of SaintLogic. However, Wiseman soon takes over the broad commanding role, leaving Dalton as more of an equal partner and collaborator to Snake than a commander.
  • Turn in Your Badge: He gave up his FBI badge because he refused to give up on investigating SaintLogic's Super-Soldier experiments.
  • Screw the Rules, I'm Doing What's Right!: The reason he's ex-FBI. His superiors commanded him to halt his investigation into SaintLogic's corruption. He refused.

     B.B.
A mysterious hacker who found his way onto Snake's CODEC frequency. Revealing his existence to Snake and Dalton, but not to Wiseman, he does sideline research into the Lucinda File and the reasons behind its classification while supplying Snake with a random rotation of nanochip expansions (the new justification for the card-based action of Ac!d 2).

Wiseman eventually traces B.B. - short for Blackboard - to an elementary school in Virginia, but not quickly enough to stop him from alerting the U.S. President to the true scope of SaintLogic's depravity.

  • Child Prodigy: He's an elementary school student who happens to also be an incredibly gifted hacker.
  • Playful Hacker: He's quite a spritely fellow whenever he chimes in to give Snake and Dalton assistance.
  • Verbal Tic: yup, yup!
  • Voice with an Internet Connection: He's a hacker who found his way into Snake's CODEC frequency, which he uses to assist him and Dalton.
  • Wise Beyond Their Years: Even with how spritely he can be, you wouldn't guess he was an elementary student by how much he knows about the world.
  • Younger Than He Looks: He turns out to be in elementary school.

SaintLogicnote :

     Rodzinski

SaintLogic's CEO, forced into hiding by Koppelthorn's revolt. As the threads connecting the people Koppelthorn has demanded are followed, Rodzinski orders the company's security forces to eliminate him and forges a plea bargain with the International Criminal Court to drop various charges against SaintLogic in exchange for the Lucinda File and Koppelthorn's detainment.

The ICC reneges on the deal at the last minute, and Rodzinski is shot down at the dying order of security chief Vince as he attempts to flee arrest.

  • Corrupt Corporate Executive: He's the CEO of SaintLogic and thus behind its many, many shady experiments. He's also willing to throw pretty much everyone in his company under the bus just to avoid being arrested.
  • Karmic Death: You attempt to abandon your forces to their death, they shoot you down. Even if you survive your being shot down, most likely you will be face to face with your very angry former security forces and their guns.
  • The Stool Pigeon: Betrayer Barry type: The International Criminal Court was to investigate SaintLogic regarding its involvement in the Praulia Massacre, and most likely find him guilty had they completed their investigation on schedule. Because of this, he intended to give the Lucinda File to the ICC and basically rat out the other high officials involved in the Praulia Massacre as a means to get himself either acquitted or serve a lighter sentence. If the politicians he entrusted to keep the ICC delayed long enough to have them arrive were also the same guys he planned to rat out, that might also explain why they reneged on the deal at the last possible moment. And was a horrible decision on his part.

Scientists:

     Dr. Thomas Koppelthorn
Head scientist at SaintLogic and creator of Metal Gear Chaioth Ha Qadesh (or maybe "Kadosh", don't ask, it's Gratuitous Hebrew) and its "EGO System" OS. Upon Snake's arrival at SaintLogic's compound, he issues an ultimatum calling for the heads of several military, political, and financial figures - otherwise, his giant robot starts shooting. He ultimately meets his end at the hands of Lucy, the clone of his dead wife cultivated to govern the EGO System.

Strangely enough, a "Dr. Koppthorn" has been cited several times in previous Metal Gear games, most prominently lending his name to the VR generator that brings Gurlugon to life in MGS2 Substance's "Snake Tales."

  • Crusading Widower: What he essentially became after his wife's death.
  • Exposition Break: In which he yammers on about the capabilities of Metal Gear CHQ's Neutron Bombs...while Snake and Venus discuss how to destroy the thing.
  • Hoist by His Own Petard: He's killed by Lucy, his own creation and attempt to recreate his wife, using Metal Gear CHQ, incidentally his other creation.
  • Love Makes You Evil: The death of his wife Lucinda drove him over the edge.
  • Nice Job Fixing It, Villain: Had he not made the threats regarding the EGO system, Wiseman and Venus would have recovered the Lucindia File without Snake ever knowing of their existence, as well as Snake and Dalton being framed (again, in the former's case) with the SaintLogic facility's destruction.
  • Roaring Rampage of Revenge: Towards Snake, who killed his wife Lucinda. When he discovers that Snake was not responsible for death (in actuality it was Wiseman), he breaks down and starts regretting everything he had ever done in the name of revenge.
  • Unwitting Pawn: Of Lucy, the cloned product of his failed attempt to revive his wife Lucinda.
  • Villainous BSoD: Upon learning from Lucy that Lucindia was not only not killed by Snake, she actually sacrificed herself to save Snake, and that she wanted to die. His reaction before his death implied that he started experiencing tremendous guilt over this revelation, although unfortunately, Lucy never gave him the chance to reconsider his stance before killing him.

     Dr. Michiko Takiyama
Thomas Koppelthorn's assistant and Lucy's caretaker. She takes her job very seriously because she is in (unrequited) love with Koppelthorn.
  • All Love Is Unrequited: She's in love with Koppelthorn, who is still mourning his wife.
  • Jiggle Physics: Her stock "idle" animation is a "jump up and down to shake something out of shoe" that's clearly there to show this off, given she wears thigh-highs.
  • Ms. Fanservice: Her shirt is conspicuously unbuttoned in a way that shows off her ample cleavage. She's got a pretty shapely pair of legs as well.
  • Parental Substitute: She cared for Lucy much like how a mother would despite being jealous of how much attention Koppelthorn gave Lucy.
  • Vapor Wear: With how her shirt is unbuttoned, it's pretty obvious that she isn't wearing a bra. Unsurprisingly, this leads to a lot of gratuitous Jiggle Physics whenever she moves.

Security:

     Vince
SaintLogic's Chief of Security. He had run-ins with Snake and Venus in order to impede their progress, as well as keep the situation at SaintLogic under wraps.

Eventually, he is defeated by Snake, and then has his forces evacuate, as well as Rodzinski shot down by his forces as payback for attempting to abandon them on the island to force them to take the blame.

  • Anti-Villain: Type IV, he's only fighting against Snake and Venus simply because his job was to get rid of the intruders. Other than that, they technically share the same goal in halting the situation on SaintLogic.
  • A Father to His Men: He genuinely cares for his troops, as evidenced by his ordering his men to shoot down Rodzinski's chopper when he prepared to abandon his forces, ordered a full evacuation of all personnel from the island, and had Snake and Venus promise not to harm any of their men.
  • Badass Longcoat: Wears a black leather greatcoat.
  • Badass Normal: Unlike the other boss characters in Acid 2 (besides Koppelthorn), Vince is not the product of human experimentation but just an average guy, and still very much a badass.
  • Cool Helmet: His Pickelhaube.
  • The Dog Bites Back: As soon as he learned that Rodzinski is planning to ditch his forces at the island so they would end up taking the blame after the ICC reneged on the deal, and after Rodzinski made the grave mistake of telling them to take care of themselves for once, Vince orders the soldiers to shoot him down. The fact that the soldiers obeyed him without question implies that they agreed with him on the decision.
  • The Faceless: He wears a black full-face visor for unknown reasons. His glowing blue eyes are partially visible through it but no details beyond that are ever shown.
  • Large and in Charge: Chief of Security, and extremely tall and bulky.
  • Leitmotif: "Essence of Vince" (and its calmer and quieter rendition, "Farewell, Vince").
  • Punch-Clock Villain: He's only a "villain" in the sense that he's a dedicated security officer employed by the bad guys. When he finds out that Rodzinski is planning to ditch his forces and destroy the facility, Vince turns on him and lets Snake and Venus pass on the condition that they don't harm any more of his men.

Test Subjects:

    Harab Serap

    Golab

    Chaigidiel

  • Awesome, but Impractical: Whenever Chaigidiel walks on the ceiling, is a stationary target and easy to whack with, say, a rifle. Or a good old fashioned handgun. Hitting him with even a pistol will cause him to fall off and take extra damage.

     Lucy

A shy little girl found in the care of Dr. Michiko Takiyama, one of Koppelthorn's assistants. Snake and Venus save the two from rampaging security robots, but a preemptive attack on the railway to Metal Gear's hangar forces them into Koppelthorn's hands. Takiyama's comments that Lucy "has only been given a fragmented ego" betray the fact that Lucy was created from the remains of Koppelthorn's wife Lucinda to command the EGO System.

However, Koppelthorn's experiments in implanting a nanochip expansion system into Lucinda's brain overwrote the original ego, creating a hybrid personality that manipulated Koppelthorn into letting her bond with Metal Gear CHQ by playing along as a regular memory clone of Lucinda.

  • A.I. Is a Crapshoot: Her true personality is a sapient evolution of the EGO system. She also perfectly understands her purpose as a living weapon, and does not care.
  • The Chessmaster: She had been secretly manipulating Koppelthorn the entire time so that she could hijack Metal Gear CHQ.
  • Mysterious Waif: She's quiet girl who conspicuously shows up throughout the game, seemingly of great importance to Koppelthorn. Then it turns out that she had been the one manipulating the main conflict of the story the entire time.
  • Replacement Goldfish: Dr. Koppelthorn created her to be a replacement for Lucinda, his deceased wife who was (erroneously) killed by Snake. However, it failed due to Lucy already having a core personality by the time Koppelthorn uploaded Lucinda's mind into her brain, resulting a hybrid clone.
  • We Can Rule Together: More like "We Can Be Super-Soldier Mercenaries Together", but the offer she gives Snake has undertones of this.
  • Worthy Opponent: She recognizes Snake as "the stronger one" before her death after he defeats her and shuts down the EGO system.

Serena Republic:

    Delgado
An officer in the Serenan military who launched a coup against the legitimate government.

  • Small Role, Big Impact: His coup in Serena allowed Wiseman and SaintLogic to use Seranan anti-guerrilla operations to test their prototype Super-Soldier units. Their operartions eventually led to the Praulia Massacre.

    Escobar
A Serenan drug lord. He worked with Wiseman and SaintLogic with kidnapping children to be used as future test subjects for the company's prototype Super-Soldier units.

  • Asshole Victim: Anti-Delgado fighters raided and destroyed his drug factory and got away with money worth 15 million dollars.
  • No Celebrities Were Harmed: He's based on the actual (deceased) Colombian drug lord Pablo Escobar.

Serena Republic guerrillas:

    Consuela Alvarez

    Roddy Louiz

    Dave Copeland

US Military:

     General Wiseman
A Department of Defense officer who represents the Joint Chiefs of Staff. He takes over Dalton's strike at SaintLogic when their top researcher, Dr. Koppelthorn, demands a laundry list of military and corporate bigwigs in exchange for not hitting things with his new Metal Gear's neutron bombs. Wiseman suggests that Snake team up with his own infiltrator, Venus, who was sent in to recover the Lucinda File.

Wiseman is actually gunning for the Lucinda File to cover up his involvement in, or more accurately, that he instigated, the Praulia Massacre, an incident three years ago when Snake had to stop SaintLogic's last batch of Super Soldiers from going berserk.

  • General Ripper: He instigated the Praulia Massacre just because he wanted to see SaintLogic's super soldiers in action.
  • Karma Houdini: If we believe his words. Let's just say that he intends to get out of Jail sooner or later.
  • Lack of Empathy: Wiseman often gets irritated when soldiers don't kill anyone, and he also refers to Snake in such a way that implied that he viewed him as nothing more than a tool when Snake was injured (i.e., "Is he still usable?")
  • Mission Control: Shares these duties with Dalton after taking over the operation, with Wiseman more overtly delivering orders while Snake and Dalton more privately collaborate with each other.
  • No Celebrities Were Harmed: Wiseman bears an uncanny resemblance to Elton John, although whether that was intentional or not has yet to be determined.
  • Obviously Evil: With his wide blank eyes and placid grin, it's pretty obvious that he's bad news. Dalton and Snake lampshade this; Dalton openly calls Wiseman a "villain" and Wiseman doesn't dispute it.
  • Treacherous Advisor: He takes over Dalton's operations after exposing the illegitimacy of it. It's pretty obvious from the get-go that he has nefarious intentions for doing so, which are proven by the end of the game when he tries to frame Snake and Dalton for everything that happened in SaintLogic.

Others:

    Chaioth Ha Qadesh
