I'm pretty sure he doesn't count because he's played too much for laughs and is the butt of the joke one too many times. He also loves his pet goose, so that's a redeeming quality right there.
Would Rumpelstiltskin qualify for Complete Monster status? Unlike Prince Charming and the Fairy Godmother (or even, arguably Lord Farquad, with his initial attraction to Fiona, Rumpelstiltskin has no redeeming qualities or love for anyone else whatsoever. He's just a conniving creep who seeks out power from sheer greed, watches King Harold and Queen Lillian be Ret-Gone with sadistic glee, and seeks revenge on Shrek in an unnecessarily sadistic fashion (among other things) to punish Shrek for ruining his business - by a complete accident that Shrek was never even aware of. He's murderously horrible even to his own underlings and to everyone around him...any reason he wouldn't qualify for a Monster?
