Strictly speaking, I think it is probably most accurate to call it a Spinoff, since it takes place in the same world as Sofia and the two series run concurrently, but it's kind of a Sequel Series in that the audience for Elena is more mature. Not much more mature, but more so than the Disney Junior audience. Feel free to edit if you like.
How is this a Sequel Series? Sophia the First isn't over after the events of the movie. In fact one of the episodes in season 3 takes place after it. It should be consider a Spinoff on account of the Amulet of Avalor. The page on spinoffs even says sometimes spinoffs are done with concepts. It also says that a shared continuity is all that is needed for something to be considered one.
After all, for example, Power Rangers series (which always gets mistakenly labeled as seasons) usually (recent spinoff series like Dino Charge and Samurai have been bad about this) have the same continuity but often nothing else connecting them outside of the concept of the Power Rangers themselves.
I'm only starting this discussion instead of editing the pages because so many people these days use words and phrases like CGI, traditional animation, season and series wrong that I feel like I'd just get into an edit war.
