From what I've seen in a special on the National Geographic network, it's long-term planning to ensure Dubai is still of global significance once the oil wealth dries up.

Okay, seriously, what is with the UAE's crazy megaprojects? Is the country run by a Mad Scientist or something? First they build that huge batch of artificial islands to look like a map of the globe, they recently completed the tallest building ever built, and now they're working on a self-sustaining, zero-carbon, zero-waste arcology that houses 50,000 people in only six square kilometers. I understand the need for tourist dollars, but this is starting to make me wonder if Sheikh Khalifa isn't a massive Dwarf Fortress fan....
