Okay, I'll get the ball rolling then.
True, Gabriel has been shown to care about Adrien and his wellbeing; episodes like "Gorizilla", "Style Queen", and "Glaciator 2" (among others) show that Gabriel is willing to put Adrien's safety above his villainous plans. Then, there's basically every other episode where Gabriel doesn't care if the akuma of the day is in close proximity to his son ("Riposte" or every time one of Adrien's classmates has been akumatized while on school grounds). And then, there's "Cat Blanc" and "Ephemeral", where he deliberately causes Adrien enough emotional turmoil to akumatize him after finding out that he's Cat Noir.
Point is, while Gabriel has a sympathetic (for lack of a better word) reason for becoming a supervillain and has been shown to care about his son, we're also shown that all of this goes right out the window the moment he finds out that Adrien holds the Cat Miraculous and can lead him to the Ladybug Miraculous. Furthermore, the show itself doesn't make any excuses for Gabriel's villainy, which is a major point of Unintentionally Unsympathetic (character A is presented as being in the right, but viewers feel different). Thus, all of Gabriel's sympathetic moments can be covered by Pet the Dog or Even Evil Has Standards.
To sum up, Gabriel is Unsympathetic, but intentionally so.

So apparently, we have a problem here. Apparently, people are divided whether or not Gabriel Agreste/Hawk Moth is Unintentionally Unsympathetic or not, so if anyone has any reasons why he should/shouldn't be on the list, feel free to pour them here so we can decide.
