This is a fictional situation, so it's not really a matter of artistic license. Also, the entry contradicting note at the end is a good point, given that Burton is established to be on prescription pain medication due to his implants. If they could be removed, it seems likely that they would be. The technology wasn't developed by the military but smuggled from the future, after all.

The whole point of Artistic License is that it does apply in fictional situations, surely? I do take your point about the justification.

Artistic License is when the work contradicts reality for artistic purposes. Here, there's no contradiction because this situation does not exist in the real world. The entry poses a question, and there's no answer to it.

Under The Butcher, we should note that Abbie and Reggie are pretending to be literal butchers at the Crown and Rose Chop Shop, but their real job is fabricating peripherals, and also doing old school scalpel surgery to transplant the occasional human eye into a peripheral to bypass iris scanners.
