Does this trope also cover games where both players draw from a common deck?

I don't think so. Manipulating a shared deck kind of blurs the line between that and a Luck Manipulation Mechanic

Should this trope also include out-of-game manipulation of the opponent's deck? Stuff like secretly adding terrible cards or throwing their best cards off a boat (both of which happened in Yu-Gi-Oh!)? Or should it be restricted to in-game manipulation?

I think it should be restricted to in-game manipulation.
