It's a Sister Trope. Basically, A Lethal Harmless Power is a power that's good on it's own, but also happens to have a use that can kill or seriously hurt others. In terms of reaction, a hero finding out that Heart Is an Awesome Power will be happy, while one figuring out that their harmless power can be lethal will be horrified.
The Marathon entry was incorrect vis a vis the storyline. I amended it to fix the errors.
