Pulled this:
"This book isn't funny" is an opinion. "This book isn't meant to be funny" would be a Genre Shift, but I think you could make a stronger case for So Long and Thanks there. Personally, I find stuff like the robot trained to like herring sandwiches and the Great Air-Conditioning Riots hilarious, but that's just me. Even if you disagree, though, they're certainly intended to be funny.
