I'd say the United States of Atlanta is actually the North and that it is Louisiana that is the South. The one episode where we hear from Louisiana seems to me to be a shout out to Harry Turtledove which is only fair since Izetta is very firmly in there tradition of fantasy-based alternative histories that he pioneered and popularized. ^_^
I think the European map seen in episode 1 or 2 fits Istanbul (Not Constantinople) better than Fantasy Counterpart Culture. It's mostly the real-world map with different names and a few adjusted borders instead of a new-ish setting where people happen to act a lot like a real world culture. Though I do hope we find out whether the United States of Atlanta are intended to be analogous to the whole real-world US or just the old Confederacy.
