In the MassEffect blond hair example, the prequel novel \'\'Revelation\'\' mentions on page 15 that the various races and ethnic groups have become more heavily mixed by the time of the novel. (I remember the novel also mentioning blond hair dying out, but I don\'t remember what page.) I\'m wondering if that sort of racial mixing could even theoretically have an impact on the frequency of people having blond hair.
