I can't help much, but I just want to note that I think there's a confusion on what Bad Powers, Bad People means here. It's for powers that lend themselves so much more easily to spreading fear, misery, pain, and death than any other purpose.
Psychic or mind-control powers are not inherently bad. You could use such powers to inspire others, or to clear their minds of fear, doubt, and panic. You could compel an enemy to throw away his weapon and surrender. That should make it ineligible as a "bad power".
This trope would be when mind-control powers are associated with villainy, especially for hypnotists and mesmerists. Usually these people are depicted as being manipulative and sadistic, controlling other people for their own ends or for simple amusement. A Subtrope of Bad Powers, Bad People, similar to Psycho Electro (when electrokinetics are portrayed as evil) and Beware the Mind Reader (when mind-readers use their powers unethically).
