I can't help you with question 1. For question 2, the trope are to some extent related, but here's the difference:

  • A Rare Sentence refers to a situation where a character says a very weird sentence (that makes sense in the context) and themself or other characters point out how that sentence is very weird. The ironic and bizarre nature of the sentence is pointed out by other characters in-universe.
  • When it comes of It Makes Sense in Context, is rarely used as a trope itself for something that happens in fiction; it's more often put in the description of a situation or another trope, usually as a pothole. It's just a generic reminder to whosoever is reading (so "us" members of TV Tropes) that the situation described makes sense in the context. Said situation doesn't have to be considered absurd in-universe, nor does it have to be ironic. It's a situation that in the context of the work examined makes absolutely sense, but if described in isolaiton and out of context to someone who's not familiar with said works sounds ironic, or simply bizarre.
