Sounds like an unofficial Series Hiatus
Edited by KingOfStickersClosest one I can think of is Stillborn Franchise, which is for series that were either cut short, or definitely cancelled (for whatever reason).
Development Hell when it's caught between "serious efforts to make this happen have begun" and the actual finished work. Deadpool took over a decade and several studios to go from someone convincing an executive to put money into it to the first day of filming, for instance.

Is there a trivia trope for a series that's stuck in limbo? Like the series isn't complete and there hasn't been any news of it being discontinued, but there's also been no news of it being continued at all for really long time? I'm sure there is a trope for that, but I have no idea what the name could be.
