This is because edits are the only form of actual TLP Bump for the New Replies section, hence null-edits being used so often.
It also means that the username of the last editor will be paired with the timestamp of the last commenter.
If the draft was last edited by Alice 3 months ago, but Bob bumps it with a comment, then it will say "Last Edited By: Alice on [Bob's editing time]"

Honestly, this is better suited for Wishlist than Bugs.
Leaving a comment on a TLP draft resets the counter in "Last Edited By: [Troper] on [X time ago]"
