Sorry, but can you elaborate on that again please? Are you asking if it's ok to make pages for Touhou circles? If so, then yes. IOSYS, Alstroemeria Records and BUTAOTOME exist.

Sorry that my explanation was unclear. I know I'm allowed to make pages for individual Touhou circles (There Is No Such Thing as Notability, after all — I even created the BUTAOTOME page).
I tried to ask if it's okay to make a Touhou arrangement equivalent of the BEMANI page. Such a page would be named something like "Music.Touhou Fanmade Arrangements" (or maybe "Music.Touhou Fan Music" to cover stuff like original soundtracks to Touhou fangames) and contain some information about multiple circles. It would also link to Touhou circles with their own pages, of course.
I don't see any rules against creating pages for fan remixes. Touhou in particular needs it anyway since it has the largest doujinshi music sphere than any other franchise. You're free to create the pages however you want, but just make sure each music entry has context.

Hi. I'd like to trope circles that make fanmade Touhou music, but there are a bunch of circles I don't have a lot to say about. Is it okay if I create a page titled Music.Touhou Fanmade Arrangements and make it similar to the BEMANI page?
